Serves as operations manager for the Community-Based Outpatient Clinics (CBOCs) within the West Texas VA Health Care System (WTVAHCS): Abilene CBOC, Wilson and Young CBOC (Odessa TX.), San Angelo CBOC, Hobbs CBOC (Hobbs NM),and Ft. Stockton Clinic. Responsible for planning, organizing, directing, coordinating, evaluating and improving administrative and supporting medical operations for Veteran care and treatment. Primary duty location is the George H. O'Brien VAMC Big Spring TX.
Duties
Recruitment or Relocation Incentive may be authorized for a highly qualified applicant.
Recruitment incentives may be authorized to full-time, part time, or intermittent individuals in their first appointment as a Federal employee or to a newly appointed former Federal employee with at least a 90-day break in service.
Duties include, but are not limited to:
Plans, Directs, Coordinates and Manages the Community-Based Outpatient Clinic's Operations (CBOC)
Planning, directing, coordinating and managing the functions, work operations and activities of the CBOCs within the West Texas VA Health Care System: Abilene CBOC, Wilson and Young CBOC (Odessa TX.), San Angelo CBOC, Hobbs CBOC (Hobbs NM) and Ft. Stockton Clinic
Developing internal policies, methods and procedures for carrying out the mission functions, based on guidance and directives of West Texas VA Health Care System and VACO
Organizing functions and operations to maximize utilization of resources and clinic performance
Coordinating work operations with clinical and administrative personnel both inside and outside the CBOC
Establishing workflow and functional assignments
Maintaining performance and staffing data
Developing short- and long-range plans for achieving them in conjunction with the overall plans of the West Texas VA Healthcare System consistent with the current strategic planning process
Evaluating the health dare system's program goals and objectives
Conducting surveys, gathering data and preparing report of findings on a variety of administrative operations and program measures, organizational improvement, organizational design and position management and coordination among the health care system services
Researching, identifying and analyzing trends in the use of funds
Evaluating the effects of continuing changes in CBOC operations, plans and funding
Monitoring, reviewing and verifying obligations, expenditures, reimbursable orders and requests for allotments
Identifying and reporting differences
Supervisory Personnel Management
Advising and providing counsel to employees regarding policies, procedures and directives of management
Selecting or recommending selection of candidates for vacancies, promotions, details and reassignments in consideration of skills and qualifications, mission requirements and EEO and diversity objectives
Developing, modifying and/or interpreting performance standards
Explaining performance expectations to employees and providing regular feedback on strengths and weaknesses
Holding employees responsible for satisfactory completion of work assignments
Effecting minor disciplinary measures such as warnings and reprimands and recommending action in more serious disciplinary matters
Preparing documentation to support actions taken
Identifying employee developmental needs and providing or arranging for training (formal and on-the-job) to maintain and improve job performance
Encouraging self-development
Approving leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time
Promoting an environment in which employees are empowered to participate in and contribute to effective mission accomplishment
Program Evaluation and Community Relationships
Developing and coordinating with Clinical Quality Management and Patient Safety Offices a quality assurance program to ensure both clinical and administrative activities are following standards issued by various accreditation and regulatory groups
Addressing patient complaints related to the communication of clinical aspects of their care
Serving as the CBOC Contracting Officer Technical Representative
Representing CBOCs with the health care system's Executive Leadership, Service Chiefs, clinical and administrative mangers
Exercising significant responsibilities in dealing with officials of other units or organizations and/or in advising higher grade medical and management staff
Maintaining close liaison with other agencies, establishments, councils, and special emphasis groups
Researching and determining or recommending appropriate actions or interpretation of issues that impact the CBOCs and the health care system
Work Schedule: Fulltime, Monday thru Friday 8:00 a.m. to 4:30 p.m.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.

Qualifications
Health System Specialist GS-11 requires the Individual Occupational Requirement be met.
Individual Occupational Requirement
Undergraduate and Graduate Education: Major study- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR
Special Provision for Inservice Placement - Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; practical assignments providing an opportunity to apply health system administration skills and principles and oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: knowledge of health care management principles and practices methods and techniques to plan, direct, coordinate and manage the functions, work operations and activities of medical clinics; organizing functions and operations to maximize utilization of resources and clinic performance; skill in analytical and evaluative methods and techniques to plan, design and conduct studies or investigations pertaining to the efficiency and effectiveness of program operations and the improvement of administrative programs for the delivery of medical treatment and care for patients; ensuring both clinical and administrative activities are in compliance with standards issued by various accrediting and regulatory agencies/groups and initiating corrective action on deficient elements; monitoring the use and rating of expenditures; analyzing budgetary relationships and developing recommendations for budgetary actions (e.g., requesting allotments or reprogramming funds among object classes) to changing program, operations and budgetary deadlines and objectives and coordinating work operations with clinical and administrative personnel both inside and outside the clinics.

Applicants may substitute education for the experience required for the GS-11 level. A Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPTS REQUIRED)

Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11.
