Duty Location: Lower Colorado Basin Region, Yuma Area Office located in Yuma, AZ. Full time telework/remote work is not available for this position. Housing not provided.

Duties

Serves in a supervisory role for the Yuma Area Office Senior Leadership Team. Makes decisions on work problems presented by office chiefs. Selects, evaluates, approves leave, and recommends promotions and awards for office chiefs. Exercises managerial control and direction over the budget development and tracking process, and operational programs. Manages and directs procurement and other acquisition programs; and development and administration of various contracts and agreements. Serves as the Area Manager's principal advisor and representative in providing guidance. Participates with the Area Manager in making management decisions and policies. Coordinates program requirements with the Regional Office, Solicitor's Office, the Denver Office, officials in the Commissioner's Office and other government agencies. Participates in management meetings and discussions as well as conferences with representatives of other agencies, water users, contractors, landowners, local interests, and the general public concerning program activities, and coordinates program activities which interface with state and local governments and other Federal agencies. Provides positive direction to office chiefs in establishing EEO commitments to ensure fairness in selections for vacant positions, encouraging and recognizing employee achievements as well as individual developmental needs of all employees.

Qualifications

To qualify at the GS-14 level, your resume must reflect one year of full time experience performing the following duties: 1. Leading a multidisciplinary group overseeing one of the following: water operations and delivery; maintenance facilities; engineering design and construction; environmental; lands; acquisitions; property and fleet and administrative support staff. 2. Managing one or more of the following programs: planning; engineering, design and construction; water operations; river maintenance assessment; infrastructure management; general administration; environmental control; land management, acquisition and disposal; water resources management; management of recreation and fish and wildlife activities; repayment and economic analysis; and other programs. 3. Establishing and maintaining effective working relationships with diverse groups that include managers, employees and peers, Federal agencies, local entities, irrigation districts and public interest groups; 4. Utilizing project management principles and guidelines to manage multiple construction and maintenance infrastructure projects and priorities; AND 5. Managing large program budgets, analysis, and formulation. Your resume must clearly reflect all 5 of the above - if it does not, your application will be marked as not qualified. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions by 10/31/2023. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions as outlined in 5 CFR 300.603(b). Note: Time in Grade must be met before an application is reviewed for qualifications. There is no education substitution for Time in Grade requirements.
