Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol, Yuma Sector Headquarters, Mission Readiness Operations Division located in Yuma, AZ.
Duties
This position uses your knowledge and experience to leading the development, program planning and implementation of key mission support processes and procedures within the organization.
This position starts at a salary of $122,198.00 (GS-14, Step 1) to $158,860.00 (GS-14, Step 10).
This position serves as the Director of Personnel and Finance within a Border Patrol Sector providing expert technical advise, research, and suggestions to resolve technical, procedural, and administrative situations involving complex operational workforce management and budgetary activities. Duties and responsibilities include:
Management Advisor: Advises the Division Chief of MROD at the Sector level, and other managers, on all DHS, CBP and USBP key mission support processes. Develops overall operational plans, objectives and strategies for these processes.
Workforce Management: Addresses substantive issues and problems characterized by complex, controversial, and sensitive matters by applying a wide range of policies, practices, analytical diagnostic methodology, laws, and regulations covering the workforce. Oversees and engages with the program manager of the Workforce Management Division (WFM) to develop, evaluate, and improve operational efficiency and practices.
Financial Management: Applies a wide range of financial management concepts, laws, policies, and practices. As a financial officer, directs and oversees the execution of budget of the operating budget for a sector. Ensures the implementation of national financial policies and integration with other DHS, CBP and USBP operational processes.
Supervisory: Provides a full range of supervisory functions for a staff that provides a diverse range of mission support services. Sets priorities and schedules for completion and assigns work to direct reports. Makes decisions on problems presented by the staff, communicates performance requirements, evaluates work performance and recommends recognition of employees.
Qualifications
Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Developing and briefing an annual budget that meets the needs of the organization and prioritizes essential items to meet operational intent.
Anticipating staffing needs and developing courses of action to maintain required staffing levels
Adapting quickly to new situations and as conditions change.
Collaborating with internal and external partners to establish and reach common end-state goals.
Organizing and coordinating through systemic and professional effort to meet complex needs and unanticipated requirements, providing written and oral reports which include conclusions, alternatives and recommendations.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 06/07/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
