Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a Supervisory Contract Specialist at the NH-1102-4 some of your typical work assignments may include:
Serve as Deputy Director for Contracting for the Missile Defense Agency (MDA).
Key member of the leadership team and share in the management of the entire organization responsible for accomplishing organizational goals to include overall mission support, resource utilization, manpower and personnel issues, operational and administrative services, managerial services, contract oversight, policy, contract system support and operations.
Serve as first line supervisor to Component Program Directors of Contracts responsible for accomplishing the overall planning, directing, and coordinating of the contract planning, solicitation, pricing, negotiation, execution, and management functions in support of MDA's Missile Defense System (MDS) research, development, test and evaluation; science and technology; systems integration and engineering; and professional support services.
Review negotiation strategies on major procurements and provide direction and guidance as required on a variety of contracts, special purpose contracts and agreements (basic agreement, indefinite delivery contracts, letter contracts, time and materials, and labor contract).
Review accomplishments of the organization for technical adequacy, progress, consistency and compliance with policies, procedures, directive, etc. Work with industry, the services, and other agencies, the Office of the Secretary of Defense, and Congress on procurement policy issues.
Direct, coordinate, and/or oversee work through subordinate supervisors (Component Program Directors of Contracts). Exercises significant responsibilities in dealing with officials of other units or organizations and advises management officials of higher rank.

- Must obtain/maintain a Special Sensitive/Top Secret with Sensitive Compartmented Information (TS/SCI) clearance.
- Position requires DoD Acquisition Contracting Professional certification within required timeframes
- Must obtain mandatory Back to Basics (B2B) certification within 36 months of entry into position.
- Must achieve 80 hours of Continuous Learning Points (CLPs) every 2-years.
Qualifications
You may qualify at the NH-04 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
Experience providing senior level technical oversight of procurement laws, rules, regulations, and decisions on contractual actions.
Experience supervising supervisors, evaluating performance, conducting interviews, and recommending disciplinary action.
Experience evaluating acquisition programs and recommending contracting solutions and/or alternatives to complex requirements and challenges.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study.
