Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade, National Commodity Specialist Division, located in New York, NY.

Duties

Joining the U.S. Customs and Border Protection, Office of Trade, will allow you to serve as an analyst and/or advisor to management directing, coordinating, and overseeing department-wide mission or administrative program to support the implementation of the Trade Facilitation and Trade Enforcement Act of 2015, existing trade enforcement programs, trade processes monitoring, trade policy development, trade policy reports, trade law processes, trade analysis reports, and trade information systems. This position starts at a salary of $96,808.00 (GS-12, Step 1) to $125,851.00 (GS-12, Step 10) with promotion potential to $125,851.00 (GS-12 Step 10). Major Duties include: Assisting in issuing Binding Rulings to the public involving classification, country of origin, marking and the applicability of free trade agreements. Providing advice to field Import Specialists to assist them in making determinations on current import transactions relating to classification, country of origin, marking and the applicability of free trade agreements. Providing training to CBP personnel to address newly identified areas of concern relating to anti-dumping, trade remedies, and classification. Providing outreach to the public via participation in webinars relating to classification.

Qualifications

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing tariff-related national cargo selectivity criteria under the Harmonized Tariff Schedules of the United States and reviewing criteria to ensure the data remains current and supportable. Determining risk factors for all commodities in order to determine which items warrant review. Preparing binding rulings for importers and other interested persons dealing with classification, marking, country of origin, Free Trade Agreements and other special trade programs. Interviewing importers and examining their records to obtain information concerning transactions on items of merchandise and to verify the integrity of documents and requests that they secure information from foreign suppliers.
