Duties

In this position you will use your expertise in furnishing authoritative information and advice to field based Import Specialists ensuring the uniformity and accuracy of their decisions. This position starts at a salary of $115,118.00 (GS-13, Step 1) to $176,842.00 (GS-14, Step 10) with promotion potential to $176,842.00 (GS-14 Step 10). As a National Import Specialist you will become a key team member of Homeland Security professionals assuring uniformity and correctness of CBP actions, and be accountable for decisions on Tariff Classification, marking, country of origin, admissibility, applicability of Trade agreements, and will offer advice and guidance on valuation and other Trade responsibilities. Typical work assignments include: Preparing advanced binding tariff classification rulings to importers and other interested persons and referring tariff related information to enhance the effectiveness of national cargo and entry summary selectivity; Preparing reports for the Assistant Chief Counsel (United States Court of International Trade) on court cases, protests for further review and re-appraisement cases recommending the government's position utilizing data and opinions developed in the office; Conducting national commodity seminars, webinars, port visits, and mini-seminars to promote accuracy and uniformity of CBP decisions nationwide; and Promoting Informed Compliance activities by conducting public outreach presentations and preparing Informed Compliance Publications on trade-related issues.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Reviewing ruling requests, including electronic ruling requests, and preparing binding tariff classification rulings for importers and other interested persons. Preparing comments and opinions on Requests for Internal Advice, Protests for Further Review, and other matters related to classification, value and admissibility within an assigned line of merchandise. Conducting research and preparing reports on sensitive matters for the Assistant Chief Counsel for the United States Court of International Trade and the Assistant Attorney General. Assisting in developing and utilizing Automated Commercial Environment (ACE) modules to enforce trade-related laws and regulations. Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing and issuing nationally binding rulings on tariff classifications. Providing authoritative advice to the public on classification and related issues; and utilizing (ACE) modules to enforce trade-related laws and regulations. Preparing complex binding rulings, etc., or serving as a Senior or Lead Import Specialist responsible for ensuring that routine work assignments of an assigned team are carried out in accordance with established guidelines and with administrative and judicial precedent; and planning, conducting, and controlling the review, analysis, and processing of entries pertaining to assigned lines of merchandise. Developing national enforcement strategies to support the Primary Trade Initiatives. Referring tariff -related information under the Harmonized Tariff Schedule of the United States to enhance the effectiveness of national cargo and entry summary selectivity. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/21/2023. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Polygraph Examination: CBP has the authority to conduct a polygraph for the Import Specialist position, however, at this time a polygraph is not a pre-employment requirement. Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions: Working for the U.S. Government as a federal civilian or as a member of the military A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government Participation in a study abroad program sponsored by a U.S. affiliated college or university Working as a contractor, intern, consultant or volunteer supporting the U.S. government Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
