This position, located at the Oklahoma City Health Care System and Community Care clinics in the Pathology and Laboratory Service, performs a wide range of administrative functions which include compliance to CLIA and The Joint Commission regulations for laboratory testing, and Health Technician functions.
Duties
Major duties of this position include but are not limited to...
Serves as a Work Leader of subordinate personnel performing phlebotomy, specimen processing duties, and Client Services duties
Plans work assignments and workflow and is responsible for managing the day-to-day activities and assignment needs of each site
Prepares daily schedules of duty stations and monitors attendance of employees, revising schedules as needed to ensure maximum coverage of the Phlebotomy, Processing, and Client Services
Recognizes and praises positive performance, and addresses areas where improvement is expected during daily workflow
Analyzes and evaluates the performance of the Phlebotomy, Processing, and Client Services staff and reports directly to the Health Technician Supervisor
Coordinates with the Health Technician Supervisor to assure formal orientation, training and competency programs are developed and carried out as required
Serves as the primary trainer of Phlebotomy, Processing, and Client Service for laboratory and non-laboratory staff. Assists with tracking/organization of non-laboratory employee competencies
Facilitates training for Licensed Practical Nurses, Medical Laboratory Technicians, Medical Technologists, and Medical Technology students for phlebotomy skills
Ensures fire, safety, disaster, and infection control procedures are implemented by staff
Adjusts equipment of laboratory testing, set up all necessary accessories and supplies regarding laboratory testing; ensures proper cleaning and perform minor maintenance of laboratory equipment and make adjustments as needed
Ensures that all quality control materials are run and acceptable daily or as required by regulations; runs any proficiency specimens correctly and within required timeframe
Responsible for maintaining all records for lab certification, point of care testing and maintenance on laboratory machines, assigning proficiency tests, and monitor all survey results
Processes orders and appointment collects specimens and evaluates tests for processing determination
Advises the professional staff on center and lab policy and testing matters. Notifies the professional staff of all administrative matters that require their attention
Performs patients care procedures such as collection of lab specimens, applying dressings, and adjusting simple supportive equipment; processes tissue cultures and specimen samples related to pathology testing which require difficult specialized procedures
Maintains continuity of functions and provides full medical administrative support and nursing assistant functions within the clinic to both clinical, laboratory and administrative VA staff
Works cooperatively with a variety of individuals, including patients, staff, and visitors, always portraying a positive image, and providing satisfactory customer service; uses courtesy and sound business etiquette in all interactions, whether interpersonal or telephonic
Interviews physicians requesting new or undefined laboratory tests, collecting relevant details to perform research of available testing options; advises physician of test ordering, patient preparation, documentation, and collection requirements when determined
Work Schedule: Monday-Friday, 7:00am-3:30pm (Rotating Weekends and Holidays)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to...Knowledge of management's objectives, goals, decisions, and policies; knowledge of Federal and department personnel management policies and practices; knowledge of clinic organization, functions, specialties, and programs such as social work, nursing laboratory, supply business office's function, etc.; knowledge of medical resources in surrounding community and willing to work with outside laboratories for emergency lab (point of care) testing; knowledge of medical and technical terminology; comprehensive working knowledge of applicable public laws, (College of American Pathology regulations,) VA policy and regulations, station directives; knowledge of medical and administrative records system, Privacy Act and Freedom of Information Act and HIPPA as it relates to release of information on patients and protecting the privacy of patient information; knowledge of Veterans Integrated System and Technology Architecture (VISTA); knowledge of all computer menus relating to processing data for Laboratory; In-depth knowledge of CLIA regulations, College of American Pathology regulations on proficiency testing; ability to interpret rules, regulations, policies, and procedures to make sound decisions using good judgment.; ability to adapt to situations quickly, precisely, and accurately; ability to cope with wide variety of problems and to resolve them quickly and decisively and skill in exercising initiative and originality...OR,

Physical Requirements: The work requires much walking through the clinic, with occasional requirements to lift objects, computer work and operating office equipment. The positions require the ability to process written and electronic information. The work requires the ability to physically control or defend against emotionally distressed patients. The work requires above average agility and dexterity due to the fine skills of some of the point of care lab testing. The work may require heavy lifting of equipment or patients. The incumbent may be required to commute between two outpatient clinics within the workweek, depending on the clinic workload.
