The Assistant Fire Chief is a supervisory position that oversees all aspects of fire protection, suppression and prevention for the shift they are supervising. This includes, but is not limited to, inspections, training, hazardous materials spill response, emergency medical services . The Assistant Fire Chief is one of three (2) shift supervisors that works rotating shift work; (72) hours per week.
Duties
Supervises command and leadership of all fire prevention and suppression activities during the shift.
Plans daily activities and schedules employees for various duties in relation to the mission and responsibilities of the fire department.
Provides training for Fire Service personnel to ensure appropriate response to special chemicals and hazards materials and establish effective procedures and techniques for preventing and extinguishing unknown fires.
Performs and implements installation personnel management policies and full range of managerial duties as a Supervisory Firefighter.
Works under the general supervision of the Fire Chief. and Deputy Fire Chief Acts in capacity of the Fire Chief. and Deputy Fire Chief during times in which the Fire Chief and Deputy Fire Chief is not present providing overall command and responsible emergency
services relative to the fire department operation.
Skilled in knowledge of fixed and mobile firefighting equipment.
Directs employees in hazardous materials emergency response, confined space technical rescue, emergency medical response and fire and emergency services
Assist Fire Chief. and Deputy Fire Chief in setting performance standards and written instructions, Fire Department Standard Operating Guidelines, Hospital Standard Operating Procedures and Policies for non-routine work.
Recommends acquisition of additional and/or different fire protection, firefighting and specialized rescue equipment, contract services, formal training, etc.
Prepares reports on operational readiness capability to the Fire Chief. and Deputy Fire Chief manages physical fitness program for all fire protection personnel assigned, to maintain proper physical conditioning.
Assists the Fire Chief. and Deputy Fire Chief in reviewing requests for renovations, occupancy changes, architectural drawings, construction projects and work orders for compliance with all applicable codes and standards for DVA and Non-DVA activities.
Ensures personnel are trained on hazardous material incident control, appropriate response to special chemical hazards, setting up a special hazardous response team, and conducts recurring proficiency drills to assure effective response to various incidents.
Holds meetings with facility supervisors and managers to recruit and determine the special needs of staff and patients; firefighters monitor and exercise day-to-day responsibilities for the facility, fire prevention programs to include safety inspections.
Assists in the management of the program to upgrade installed fire protection systems.
Assists in the management of a Hazardous Materials Response Team (HMRT), a Basic Life Support (BLS) program, an Advanced Life Support (ALS) program and a Confined Space Rescue Team (CSRT).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS -07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Controlling or extinguishing Such duties may include (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing or providing training in fire protection and prevention. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements / Working Conditions: Must maintain physical condition to don personal protective equipment consisting of: coat, helmet, boots, gloves, bunker pants and self-contained breathing apparatus, which weighs 75 pounds. Assistant Fire Chief must wear this equipment when responding to and during all emergency calls (excluding ambulance) regardless of temperature. Assistant Fire Chief is expected to enter buildings and atmospheres that are unsafe due to fire, oxygen deficiencies, etc. and perform very strenuous types of work carrying heavy equipment and victims.
Working conditions may include heavy physical exertion, extreme heat, smoke and dust in enclosed smoke filled places, in all types of weather.
