Supervisory Firefighter in the Fire Department, under the Service Line of the Associate Director reporting directly to the Fire Chief. Primary duties are to supervise fire protection, EMS (BLS/Paramedic), Hazardous Materials, Confined Space rescue and other associated rescue emergency services to Veterans Affairs Medical Center, Bath New York, Veterans National Cemetery located on the campus as well as community responses under the established Mutual Aid Agreements. .
Duties
As Deputy Chief, the incumbent fully shares with the manager the direction of all phases of the organization's program and work or is assigned continuing responsibility for managing a major part of the manager's program when the total authority and responsibility for the organization is equally divided between the manager and the deputy. Incumbent has administrative responsibility, coordinates, and implements programs, policies, regulations, and procedures and serves as technical advisor to management on all matters pertaining to fire protection and promotion.
Plans fire inspection, fire alarm testing & maintenance for the Medical Center, as well as the 3 Community Based Outpatient Clinics (CBOC's) in, Elmira, Wellsboro, and Wellsville.
Assists in the negotiation of Mutual Aid Agreements and renews these agreements on an annual basis and provides training for volunteer firefighters that would assist the VA.
Reviews plans and conducts on-site inspection of new construction and renovations to assure compliance with accepted practice and current applicable codes; and assists the community on hazardous material incidents and confined space situations, when requested.
Conducts fire prevention and procedure training orientation for new employees & patients.
Serves as one of 2 Supervisory Firefighters. Incumbent is responsible for supervising (4) GS 0081-07 Firefighters/EMT-B and (6) GS 0081-09 Firefighter Paramedics per shift at 72 hours per week.
Makes assignments for the shift and ensures all assignments are accomplished within the given parameters.
Maintains excellent communication with the other supervisory firefighters.
The fire department operates a full Advanced Life Support (ALS) ambulance service averaging 1500 calls a year.
Responsible as the alternate Emergency Manager in the absence of the Fire Chief, managing the medical centers Comprehensive Emergency Management Program.
Responsible for managing mutual aid responses in the community. The Bath VA Fire Department has entered a mutual aid agreement with Steuben County to provide fire and rescue operations. On average the department responds to 30-40 responses a year in the community mostly residential structure fires.
Revises work schedules to maintain required minimum manning of section. Approves leave for his crew; initiates disciplinary action and provides counseling of his subordinate firefighters/EMTB/P's. Performs administrative duties as required in the operation of the section (end of month reports), reviews blueprints, and assigns tasks as required to assure proper operation of the section. Incumbent is responsible to assure an accurate log and current files necessary to the operation at the Fire Station. Coordinates fire drills on a quarterly basis on all shifts. Personally, conducts some of the drills. Incumbent coordinates the operation of crew, assures operation and testing of all fire alarm systems and devices. Incumbent responds to all alarms and assumes full responsibility for fire protection. In case of fire, incumbent makes specific assignments to his crew to handle hose line, ladders, nozzles, SCBA, extinguishers, and other equipment as required, directing the hook-up and layout of hose and the operation of the pumps. Incumbent may be required to operate charged lines, place, and raise ladders, operate portable and stationary firefighting apparatus, ventilate buildings, evacuate, and rescue occupants, use firefighting agents (foam), axes, bars, hooks, self-contained breathing apparatus and other firefighting equipment to extinguish fires and protect life and property. Trains for and is proficient in Hazardous Materials response to the technician level.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 10 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Preferred Experience : One year as a Supervisory Firefighter

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Provides immediate supervision of shift operations and carries out policies/instructions of the Fire Chief, 2) Reviews work performed by subordinates for the accomplishment of the objectives, work methods used, and adherence to established policies and procedures, 3) Assist the Fire Chief with Estimating budget requirements and departmental capabilities and 4) Manages the deployment of vehicles with specialized equipment which includes hazardous material response, confined space rescue, high angle rope rescue, and hazmat decontamination equipment.

Physical Requirements: The physical demands of the job range from sedentary paperwork to extreme exertion. The incumbent is expected to be able to accomplish work that involves high level of strength and endurance. The incumbent is required to participate in the physical fitness training program, to meet performance standards on an annual basis, and annual physical examination in accordance with NFPA 1582, NFPA 1583.
