The position is located within Medicine Service, Office of the Associate Chief of Staff (ACOS) for Medicine. The incumbent serves as Administrative Officer for the Emergency Department, supporting management in the following areas: administrative, budgetary, HR, procurement, contract management, and program analysis. The incumbent manages all administrative functions and collaborates with other leadership in providing day-to-day direction and oversight of administrative operations.
Duties
Conducts studies of manpower, workload space, equipment and other resources utilization for the service.
Using technical competence and under administrative guidance manages staffing, equipment, database tracking and financial resources for the service.
Provides for full administration of tracking reporting requirements associated with credentialing and privileging of clinical staff and audits part-time physician work hours (MSLE) agreements.
Serves as unit timekeeper and backup for other TLs as needed.
Conducting interviews and with supervisors to obtain information about organization missions, functions and work procedures.
Provides for full administration of tracking reporting requirements associated with credentialing and privileging of the clinical staff.
Using management principles, organizational theory and techniques of analysis and evaluation, knowledge of standardized administrative practices and procedures o conduct studies of clerical processes to identify, analyze, and recommend solutions to problem or organization structure, staffing, administrative procedures, work processes and workload distribution.
Works independently and prioritizes work appropriately without supervisory guidance.
All other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Monitoring staff and service performance to ensure directives from the ACOS via staff meetings or memorandums are implemented effectively; Experience tracking reporting requirements associated with credentialing and privileging of clinical staff; Experience ensuring recruitment packages are prepared and submitted, to maintain staffing needs; Experience conducting interviews with supervisors and employees to obtain information about organizational missions and work procedures; Experience serving as Timekeeper and backup for other TLs as needed.

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, engaging in conference calls or video teleconferencing. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or some mobility between the office and various other clinics and offices located at any of our health care system sites prolonged sitting may be required.
