The Supervisory Health System Specialist and performs duties directly contributing to the management of VISN 21, Pleasant Hill, CA. The VISN serves Veterans in northern and central California, Nevada, Hawaii, the Philippines and U.S. Territories in the Pacific Basin. With a total of 67 sites of care, VISN 21 provides a continuum of comprehensive health care services through seven VA Medical Centers, nine co-located Community Living Centers and 41 Community Based Outpatient Clinics (CBOCs).

Duties

The incumbent gives advice, counsel, and instruction to employees on both work and administrative matters. The incumbent hears and resolves complaints and grievances from employees; incumbent initiates disciplinary action on direct reports as required; effects disciplinary measures such as warnings and reprimands and recommends action in more serious cases. The incumbent interviews candidates for positions in the units; recommends appointments, promotions, and reassignments to program/unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the areas of authority. Develops and directs proceedings of high-level conferences where work and decisions have a major impact on the agency or an important subject or program. Prepares agendas and/or minutes and notifies the applicable program area of follow-up actions or assignments and follows through until the action/assignment is complete. Coordinates the overall administrative functions of the ICC and acts as the overall liaison for program development in conjunction with VACO. Offers direction and guidance to the ICC staff members under their supervision to assure ICC program development and implementation meets VACO expectations. Preparing and/or reviewing correspondence for signature by the CMO, ensuring that content is accurate and reflect the philosophy and goals of the organization. Developing processes and recommendations to ensure efficient office operations within the CMO-line. Coordinating the development of staff performance standards and monitoring work evaluation methods. The incumbent serves as an administrative analyst and develops programs and policy for the Network Office for both long and short-range goals. Analyzes and prepares program status reports for review at all levels. The incumbent reviews high-level data analysis completed by the ICC staff to assure the assessments result in improvement of the ICC teams and decisions for change to adopt new/revised ICC initiatives. Provides guidance and oversight to assure data is appropriate and meets the needs of the program goals. Completes analyses of data and identifies programmatically significant findings from information gathered from multiple internal and external sources and databases. Analyzes and evaluates, on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives. All other duties as assigned per Supervisor and as listed on Position Description. Work Schedule: Monday - Friday, 8am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must meet the individual occupational requirements (IOR) for the Health System Administration Series, 0671 as follows: Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/ or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: -Missions, organizations, programs, and requirements of health care delivery systems. -Regulations and standards of various regulatory and credentialing groups; and -Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for lnservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: - Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements. - Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and - Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the Individual Occupation Requirement above, for the GS-14 grade level you must possess one (1) full year of specialized experience, equivalent to at least the next lower grade level (GS-13). Examples of specialized experience would typically include but are not limited to: oversight and administrative management of all VISN services; identify and implement improvements to optimize clinic management processes, access strategies, and decisions through an in depth analysis of provided care; analytical or administrative, or clinical management or supervisory experience in the health care field. This work must have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities; Develop, monitor, and review trend analyses regarding clinical care and performance improvement activities. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
