The incumbent functions as the Health Systems Specialist for VISN 21 Executive Leadership providing health system management support services in full support of the network office mission, goals and objectives. The incumbent serves in a consultant role to the Executive Leadership team and provides guidance, recommendations, and monitoring in the implementation, management, and evaluation of a variety of programs ensuring that the programs meet the required standards and/or criteria.
Duties
Duties performed within the scope of this position support the six Integrated Clinical Communities (ICC) for VISN 21. These include Primary Care, Mental Health, Specialty Medicine, Surgery, Diagnostics, and Geriatrics & Rehabilitation.
Major Duties:
Works creatively, cohesively, and insightfully with colleagues and other key staff within VISN 21 to design and develop innovative initiatives that will improve patient care quality and administrative efficiency.
Representative for VISN Executive Leadership on Network issues as appropriate and works with personnel toward meeting national mandates.
Provides full staff assistance on administrative matters affecting organizational policy and serves as a staff member directly supporting the VISN teams responsible for planning, organizing, developing, directing and evaluating network office operations.
Provides full administrative support for VISN wide councils, committee and work groups.
Instructs VISN program managers and facility leadership to initiate appropriate requests to meet immediate or planned needs for funding, staffing, equipment or space.
Performs staff support to include short- and long-term planning efforts.
Reviews and analyzes data gathered and maintained in the VISN Data Warehouse and other VHA databases.
Works with VISN Executive Leadership to coordinate oversight reviews by the Office of Inspector General, Office of the Medical Inspector, General Accounting Office and any other external review and/or audit entities.
Work Schedule: Monday - Friday 8:00am -4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You must meet the individual occupational requirements (IOR) for the Health System Administration Series, 0671 as follows:
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/ or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:-Missions, organizations, programs, and requirements of health care delivery systems.-Regulations and standards of various regulatory and credentialing groups; and-Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements.- Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the Individual Occupation Requirement above: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of management theory and practice, and Health Care System management and operating programs, both administrative and clinical, and their interrelationships, and the ability to apply this knowledge to a wide range of complex situations and issues.
Knowledge of Joint Commission (JC) and other regulatory agency standards and mandates.
Knowledge of database management, VA and non-VA health databases, and information systems, skill in conducting detailed analysis, and the ability to collect, analyze, and synthesize data from diverse data sources.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary but may include periods of prolonged walking. The work places no special physical demands on the employee. The work includes some walking, standing, bending, and carrying of light items such as paper and books.
