The primary purpose of this position is to direct, plan, and organize staff functions to include mid & long-range planning, security, and information technology systems support; to serve as advisor to the Director, Studies and Analysis. Also serves as a 1st level supervisor providing planning, directing, organizing, and exercising control over nonsupervisory employees.

Duties

Plans, organizes, and directs the activities of the SAF/SA Staff Director organization, ensuring that it complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Integrates and coordinates functional efforts of the SAF/SA Directorates and subordinate units on behalf of the Director and Deputy Director of SAF/SA. Represents Air Force Studies and Analysis (SAF/SA) with a variety of installation and functional area organizations.

  • Must be able to obtain and maintain a TS-SCI security clearance and access to Special Access Programs.
  • Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.
  • A pre-employment drug screening is required. Employees occupying Testing Designated positions are required to (a) refrain from the use of illegal drug and (b) if requested, submit to urinalysis testing.
  • This is a KEY position IAW AFI 36-507. Duties of the position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of KEY positions must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Overtime is periodically required.
  • This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205).
  • An advanced degree in operations research or related field of study is highly desirable.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes 1) devising policies, directives, programs and procedures for facilities, equipment/information systems, contracts and/or budgeting; 2) formulating strategic guidance on the development and execution of organizational missions, programs and requirements; 3) executing full range human resources responsibilities within timelines according to established regulations; 4) utilizing in-depth technical expertise to lead the integration and synchronization of staff actions in matters related to planning, programing, budgeting, manpower and personnel. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of operations research analysis, the DoD Planning, Programming, Budgeting, and Execution principals and techniques, and the Air Force Strategic Planning and Programming Process as they relate to development of Air Force long range plans and the Air Force Program Objective Memorandum. 2. Comprehensive knowledge of administrative laws, policies, and regulations to ensure effective use of financial resources, personnel, facilities, equipment, and contracts as well as knowledge of safety and security regulations, practices, and procedures to include those required for special access/special security programs. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Skill and ability to speak and write effectively, on highly complex technical and sensitive issues including preparing statements for senior officials. Ability to give briefings, chair meetings, lead task forces, and prepare reports at the General Officer/SES level. Ability to negotiate complex issues and maintain good working relationships. 5. Ability to recognize, analyze problems, conduct research, summarize results, and make appropriate recommendations. Ability to measure and improve staff process in order to meet organizational goals and customer expectations. 6. Ability to mentor, motivate, and lead people; providing a workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
