This position is located at the Albuquerque Service Center, in the Business Operations, Human Resources (HR) Management, Director Staff, Internal Operations Team.

Duties
Duties are listed at the full performance level GS-12.
Provides expert program management, advisory and technical guidance on complex and wide-impacting customer functions and work practices.
Manages the planning, execution and delivery of training courses using methods to identify, evaluate and recommend in-depth training alternatives and/or find appropriate solutions to training issues.
Formulates, develops, plans and administers the onboarding programs based on long-term needs.
Serves as a program coordinator for development of new programs or validation of existing concepts and techniques to develop and enhance workforce capabilities and functions.
Develops, implements, and monitors utilization of resources which includes training course costs and develops training program budget.
Requirements

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
For the GS-11 level: Applicants must have one year of specialized experience equivalent to at least to the GS-9 grade level.
Specialized experience is defined as three or more of the following:providing program management, advisory and technical guidance on complex customer functions and work practices; and/or developing, planning and administering a variety of programs based on long-term needs; and/or conducting analysis of projects to identify approaches for design and development; personnel, equipment, and funding requirements; and significant problem areas; and/or collects and manages data and keeps records up-to-date.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;
OR
An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
For the GS-12 level: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level.
Specialized experience is defined as three or more of the following: providing guidance on a wide range of customer functions and work practices on program management; and/or developing and delivering on program briefings, project papers, status reports and correspondence to managers; and/or collecting and analyzing program data, statistical results and recommendations to leadership and management; and/or managing the planning, execution, and delivery of multiple programs.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
