Serves as Senior Quality Assurance Specialist in the Safety and Mission Assurance Directorate responsible for planning, developing, administering, evaluating, and implementing a comprehensive quality assurance program at Kennedy Space Center (KSC). Provides this expertise in support of multiple programs at KSC including Exploration Ground Systems, Orion, International Space Station, and Commercial Crew Program. Evaluates the contractors' systems and plans for processing launch vehicles.

Duties

Assess existence, adequacy, compliance, and effectiveness of the contractor's Quality Management Systems activities. Responsible for performing quality assurance functions associated with launch and vehicle operations aspects of ground processing, specifically areas associated with vertical processing and testing of an integrated launch vehicle. Provides advice on division matters relating to quality assurance issues, including recommendations on any policy matters related to Safety and Mission Assurance (SMA) or issues that involve data analysis and metric development. Prepares short- and long-range planning guidance in accordance with applicable program (EGS, Orion, ISS, and CCP) requirements. Evaluates existing Government Quality models for effectiveness and efficiency. Work with quality engineering to modify existing (or develop/implement new) Quality models according to risk-based methodologies and program requirements. Collaborates with quality engineering to establish a feasible quality program and develops assessment processes using tools such as surveillance, sampling, or audits, audit checklists, and other methodologies necessary. Performs Government Mandatory Inspection Points (GMIPs), final acceptance of flight hardware, receiving inspections, and review of Acceptance Data Packs. Participates in working groups at the Program, Agency, and other government organizations in the development of aerospace systems, quality assurance guidelines, and SMA directives in support of assigned programs and projects. Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Implementing quality assurance plans and principles during processing of launch vehicles; Assessing and documenting contractor compliance or non-compliance with applicable program/quality requirements, to include, assessing contractor's corrective actions; Performing government acceptance of hardware and assessing contractor performance based on a variety of quality methodologies, such as, acceptance inspections, surveillance inspections, audits, and assessment of processes.
