This Management & Program Analyst position is in Office of Field Operations (OFO), Military Records Research Center, located in Tampa, FL. The incumbent will serve as a subject matter expert on the classified research operations team. Team members are accountable for the day-to-day administration, and tracking of military records research for the purpose of reconstructing activities and events of units and individuals who participated in toxic, hazardous, and dangerous operations.

Duties

Coordinate with records or data archivists in federal, state, or other agencies/organizations responsible for maintaining official records and data warehousing repositories in researching requested materials. Advise organizational leadership on appropriate methodologies and techniques of program analyses and historical research related to the development of Benefit Claims. Perform outreach and public contact services across an organization. Monitor operating programs and activities supporting records research. Proactively manage tracking processes to ensure research request are addressed in an effective, systematic, and timely manner by the agency or organization concerned. Provide guidance and direction to the Program Specialist in relation to classified research operations. Advise organizational leadership on appropriate methodologies and techniques of program analysis. Follow records retention and accessibility guidelines to effectively manage records research according to organizational policies, laws, and regulations. Perform activities related to the formulation, development, recommendation, promulgation, implementation and tracking of personnel or other records, for the purpose of reconstructing activities and events within an organization units . Prepare, correlate, and analyze large amounts of narrative and statistical material to measure the effectiveness of organizational operations. Review administrative audits and investigative reports to determine appropriate changes or corrective action required. Analyze and evaluate proposed changes in mission, operating procedures, and delegations of authority. Utilize research methodologies to analyze processing for post-traumatic stress disorder (PTSD), toxic exposure, and other health related disability claims. Perform management surveys/studies to determine compliance with agency regulations, procedures, sound management practices, and effective utilization of staff. Develop management and/or program evaluative plans, procedures, and methodologies.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023. The Office of Personnel Management's (OPM's) group qualification standards covering white collar occupations in the Federal competitive service can be found: Here Specialized Experience: To Qualify at the grade level of GS-11: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position within the organization. Specialized experience for this position is defined as: (1) Experience diagnosing problems within the organization; (2) Assisting in the development and design of business processes, systems, technology, and/or defining job roles for a division within an organization; AND (3) Assisting in the Implementation of plans developed to make improvements and or efficiencies for organizational change. OR Applicants may substitute Graduate Education to qualify for grade GS-11. Applicants may substitute education for experience with an awarded Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or three full years (54 semester hours or 81 quarter hours) of progressively higher level graduate education leading to such a doctoral degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information. OR Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 45 semester hours of graduate level education (i.e., 50% of graduate education required beyond the first two years) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information. To Qualify at the grade level of GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position within the organization. Specialized experience for this position is defined as: (1) Experience diagnosing problems within the organization; (2) Developing the designing business processes, systems, technology utilization, and/or job roles for a division within an organization; (3) Implementing plans developed to make improvements and or efficiencies for organizational change; AND (4) Assisting in development and or performance of research studies. There is no authorized substitution of education, for the specialized experience required at the grade level GS-12. To Qualify at the grade level of GS-13: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position within the organization. Specialized experience for this position is defined as: (1) Experience diagnosing problems within the organization; (2) Developing the design of business processes, systems, technology, and/or defining job roles for a division within an organization; (3) Implementing plans developed to make improvements and or efficiencies for organizational change; AND (4) developing organizational research studies involving classified or sensitive materials. There is no authorized substitution of education, for the specialized experience required at the grade level GS-13.Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
