The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Duties

The Controlled Access Programs Central Office (CAPCO) enables Mission Integration by managing internal ODNI accesses and leading IC-wide policy, oversight, and modernization for the most sensitive intelligence programs. CAPCO collaborates in a transparent manner with Executive Branch, ODNI, and IC partners to meet policy, analytic,operational, and resource needs while protecting our most unique capabilities. CAPCO is the ODNI's lead for all policy, oversight, modernization, and access issues pertaining to Controlled Access Programs (CAPs) and Special Access Programs (SAPs). CAPCOalso serves as the Focal Point and Program Manager for multiple White House-directed programs, including covert action and the Exceptionally Sensitive Reporting and Analysis Program (ESRA). CAPCO provides Executive Secretariat support for the Senior Review Group (SRG) and Controlled Access Programs Oversight Committee (CAPOC) on behalf of the DDMI and PDDNI, and directly supports the DNI and PDDNI to create, validate, substantially modify, or terminate control systems. Serve as program administrator for the Exceptionally Sensitive Reporting and Analysis (ESRA) Program, which protects and disseminates diplomatic and policy-sensitive reporting to the US Government on behalf of the NSC. Serve as lead analyst on ESRA to ensure the timely processing and dissemination of reporting, guidance, and assistance for the ODNI and IC. Manage relationship and requirements between the ODNI and NSC regarding ESRA, including ensuring the program and its reporting is aligned with NSC needs through regular review and feedback. Coordinate and manage requirements and analyze the value of reporting within the ESRA program in coordination with relevant NIMs. Provide recommendations to support ODNI offices and missions through compartmented access reviews and CAP portfolio development. Identify emerging information sharing trends and issues for CAPCO, DMI, and DNI leadership. Plan, develop, and implement programs, policies, and procedures that result in the effective sharing of information across the Government while protecting Intelligence and Law Enforcement sources and methods, operational equities, and U.S. persons' privacy. Lead, oversee, plan, and develop the implementation of interagency information sharing activities and programs that coordinate and integrate the competing requirements and priorities of multiple stakeholders. Provide leadership, oversight, and guidance in the preparation of briefings, reports, and presentations for ODNI leadership, senior policymakers, IC members and other intelligence consumers in a manner that meets their specified requirements.

Qualifications

Mandatory Requirements: Extensive experience supporting the exchange of intelligence information between collectors, analysts, and end users in order to improve national and homeland security. Demonstrated ability to balance responsibilities among assigned activities; including the ability to manage transitions effectively from task to task, and proven adaptability to varying customer needs. Demonstrated ability to identify emerging information sharing trends and issues, as well as the ability to assess the influence of these trends and issues on the effectiveness of U.S. Government programs. Extensive knowledge of the mission, charter, roles, and responsibilities of the ODNI, IC, and U.S. Government agencies, and how these organizations can effectively cooperate in implementing information sharing plans and programs. Demonstrated ability in developing effective professional and interpersonal relationships with peers and colleagues in ODNI, the IC, and U.S. Government,and to earn their confidence and trust. Demonstrated interpersonal, organizational, and problem-solving skills, including a superior ability to work effectively at the highest levels within an interagency environment on complex issues requiring sensitive negotiations and consensus-building. Demonstrated ability to logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments. Demonstrated ability to communicate clearly, orally and in written reports and documents, policies, plans, and programs related to improving information sharing across the U.S. Government. Desired Requirements: Demonstrated understanding of intelligence dissemination processes, platforms and reporting to support analytic, collection, or collection management. Bachelor's degree or equivalent experience as determined by mission specialty area.
