The Alternate Agent Cashier (Teller) is responsible for performing receipt disbursement operations in the Cashier area of the Northport VA Medical Center. Incumbent receives all Collections via cash, check and credit cards, makes cash disbursements, issues convenience checks, and distributes salary checks and transit benefit vouchers and/or transportation tickets.

Duties

The Alternate Agent Cashier (Teller) is responsible for performing receipt and disbursement operations in the Cashier area of the Northport VA Medical Center. Performs duties using organizational ethics and information security and treasury guidelines. Deposits funds received directly from patients or from funds received in the night depository admitting safe. Disburses daily patient fund withdrawals to patients at the agent cashier window or by going to the ward where the inpatient is located. Incumbent receives all Collections via cash, check and credit cards, makes cash disbursements, issues convenience checks, and distributes salary checks and transit benefit vouchers and/or transportation tickets. The Alternate Cashier may deposit copays for veterans if received at the agent cashier window. Disburses CWT and Incentive Therapy payrolls and Beneficiary Travel Mileage and Taxi vouchers to veterans at the agent cashier window.T ypes up the SF 215 for the actual deposit which is mailed to the bank. Prepares replenishment documents as needed for their cash advance. May have FMS (Financial Management System) read only access to-view payments, deposits, replenishments, lockbox and collection information. Deposits payments for veteran's insurance. Assists the Principal Cashier in the preparation of the daily deposit to the local bank. Deposits funds for General Post Funds, Accounts Receivables (all types of debts). Maintains all accountable forms and receipts for patients' funds and general receipts. Obtains signature cards for inpatients patients' funds accounts as required. Prepares and/or witnesses the Shipment of Valuables form that is used in preparation of daily deposits. Balances cash advance daily using a cash on hand worksheet which is maintained for audit purposes. Participates in the periodic unannounced audit of the agent cashier advance. Incumbent may be responsible for an advance of $25,000 in the absence of the Principal Agent Cashier and should be able to perform all cashier functions in his/her absence. Performs technical supervision over any imprest fund cashiers in other areas of the medical center. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of rules and regulations regarding examining negotiable instruments, checks, signature verification. Knowledge of all types of checks and other negotiable instruments and be familiar with the treasury regulations governing cashing them. Knowledge of the rules and regulations regarding examining screening and prioritizing accounts payable, contract progress and partial [payment procedures, temporary and local employee travel, patients funds and other Fiscal regulations. Knowledge of double entry bookkeeping. Knowledge of check book balancing. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work requires walking between building 200 and other buildings in the medical center to see Fiscal management, co-pay cashiers, or patients at their ward location. Standing at the Agent Cashier window to speak to or hand funds to patients. Incumbent will sit at a desk to set up deposits and replenishments. There is some lifting of books and cash boxes required. Incumbent may bend to put something in the safe.
