This position is located in Project Engineering High Voltage (TEEH), Substation Engineering (TEE), Transmission Engineering & Technical Services (TE), Transmission Services (T), Bonneville Power Administration (BPA). A successful candidate requires professional knowledge of general engineering sufficient to be a technical lead responsible for managing and ensuring quality designs for new applications and developing solutions to issues in the design of the BPA transmission systems.

Duties

As an Electrical / Electronic Engineer, you will: - The incumbent provides direction and leadership in the planning, development, and administration of project design, and turnkey project development through systems, and work processes that are necessary to perform the critical mission and support activities required of our facility expansion, and replacement programs. These duties include activities associated with overseeing work product deliverables by others and providing guidance on conforming to standards and in meeting program requirements. - Position requires professional knowledge of the principles, practices, techniques, and underlying concepts of general engineering sufficient to be a technical lead responsible for managing, coordinating, controlling, and ensuring quality designs for new applications and developing solutions to resolve unique or novel problems, conditions, or issues in the design of the BPA transmission system. This level represents mastery of the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness. Additionally, a comprehensive knowledge of the range of laws, policies, regulations, and precedents applicable to the accomplishment of one or more BPA programs in order to assess the value and effectiveness of program accomplishments is typical of this level. - Ability to interpret and adapt very general guidelines and precedents regarding DOE, BPA, NERC, FERC, and other regulatory agency policy statements and objectives applicable to public electric utilities, power plants, and transmission systems sufficient to modify, adapt, and/or refine broader guidelines to resolve specific complex and/or intricate issues and problems; develop new methods and criteria; and propose new policies and practices. - Knowledge of the techniques, principles, and policies of program/project management and contract administration, budgeting, and financial control sufficient to participate in program/project management activities, including preparation of proposed plans, milestones, and schedules; preparation and execution of budgets; financial control; and administration and oversight of related contractor efforts. - Ability to apply the general principles of quality assurance, and quality control sufficient to deliver standards compliant work products that meet or exceed quality requirements. - Knowledge of related disciplines such as civil, mechanical or electrical engineering in order to coordinate with specialists in those disciplines in carrying out assignments and to understand the ramifications of findings and actions for related equipment or systems. - Ability to communicate effectively both orally and in writing through reports, correspondence, briefings, presentations, and other media sufficient to influence, persuade, or motivate others to obtain the desired effect. - Ability to establish and maintain effective working relationships in order to influence, persuade, or motivate individuals or groups. - Knowledge of the elements of team effectiveness such as group dynamics, roles and responsibilities in building and sustaining the team, managing individual differences and conflicts collaboratively, overcoming barriers to team performance, effective listening and response, and group decision making and problem solving in order to work effectively as a team leader or member to meet program and production goals and to make a significant contribution to improving how the team functions.

Qualifications

BASIC REQUIREMENT: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of Education and Experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional Registration on or Licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. -OR Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.-OR-Specified Academic Courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.-OR Specified Academic Courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.-OR Related Curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as: Experience applying, advanced electrical engineering theories, principles, concepts, standards, and methods to 1) provide analysis, design, or evaluation of transmission system projects and 2) serve as a program/project manager or coordinator to include the preparation of proposed plans, schedules, budgets, and oversight of team efforts. There is no substitution of education for experience at the GS-13 level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
