The Vice President of Transmission System Operations (TO) is responsible for the safe, reliable, and open access operation and dispatch of the high voltage transmission system and interconnected generation. This organization operates and manages two regional control centers and represents BPA through participation in regional and national groups. This organization also supports congestion management initiatives that lead to improvements in the reliable operation of BPA's transmission system.

Duties

As the Vice President of Transmission System Operations, you will: Provide strategic direction and leadership to complex engineering services organizations and oversee the planning, development, and administration of programs that ensure reliable, safe, and cost-effective operation of the BPA transmission system. Develop strategies integrating governmental, industry, and interest group initiatives with the operation of BPA's existing transmission system. Serve as a key policy formulator and decision maker in BPA's strategic planning, fiscal strategies, problem resolution and business decisions. Develop and maintain relationships with representatives at high levels of Federal and state government. Provide leadership and external coordination with privately and publicly owned utilities; major manufacturers; research and development organizations; Indian Tribes; and Congressional delegations and committees. Advise the Senior Vice President of Transmission Service and Bonneville executive management on far-reaching and cross-cutting industry issues. Provide strategic oversight for designing and maintaining BPA's two regional Control Centers and associated systems in order to provide real time safe and reliable dispatching jurisdiction over the BPA power system. Serve as the focal point and provide perspective on transmission system infrastructure issues important to the mission, including research studies, identification of significant precedent-setting issues, and assessment of the impact of industry and public and private utility initiatives.

ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Mandatory Technical Qualifications (MTQs): A supplemental narrative must be submitted separately addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs: Failure to submit a narrative statement addressing each of the MTQ's below may cause your application to be deemed incomplete and not be considered. MTQ 1:Demonstrated experience providing strategic direction and leadership to complex technical services organizations engaged in administering transmission grid operation systems, developing operating standards and procedures, and performing dispatching responsibilities in order to ensure the reliable, safe, and cost-effective operation of a high-voltage transmission system. MTQ 2: Demonstrated experience driving operational system design improvements based on emerging market trends, stakeholder requirements, and strategic business objectives in order to enhance the safe, reliable, and cost-effective operation of a regional high-voltage transmission system. MTQ 3: Demonstrated experience leading external regional power system coordination by maintaining continuing relationships with key stakeholders such as officials of Federal agencies, state and local governments, privately and publicly owned utilities, major customers, and regulatory and professional organizations.

Education

BASIC REQUIREMENT:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of Education and Experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  1. Professional Registration or Licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. -OR-
  2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.-OR-
  3. Specified Academic Courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.-OR-
  4. Related Curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
