The position is the primary technical expert for Performance Based Navigation (PBN) airspace projects.
Duties
Serves as the primary technical expert for Performance Based Navigation (PBN) airspace projects performing multiple, varying, and complex assignments under minimal direction of a manager. Applies experience and comprehensive technical knowledge of the NAS and NAS change processes, as well as an understanding of new technologies and methodologies to solve complex problems and develop improved technical processes or systems.
• Collaborates with labor counterpart(s) to lead PBN projects.
• Maintains an overall awareness of the development and implementation of Performance Based Navigation (PBN) projects within the Service Area.
• Incumbent serves as the service area point of contact for all PBN projects where a Service Center Lead/Co-Lead is required.
• Evaluates conformance with airspace system requirements, and identifies and resolves operational impacts.
• Maintains knowledge of NextGen technology and developments, and seeks to ensure that airspace design will accommodate or adapt to the implementation of new technology.
• Ensures environmental review and safety risk management processes are integrated as appropriate with projects and programs, and are prepared in accordance with applicable laws, rules, and regulations.
• Utilizes comprehensive technical knowledge and experience to evaluate and assist in the operational planning, establishment, and execution of new and existing multifaceted airspace programs and projects.
• Manages and validates performance metrics to determine system capacity and the effects of change on the National Airspace System (NAS).
• Coordinates and interfaces with Air Traffic Organization components within FAA Headquarters and field operations to gain concurrence on program schedules.
• Collects, compiles, and analyzes airspace project activity data. As a result, writes and presents comprehensive statistical and narrative program reports.
• Serves as the primary point of contact and coordinator for communication with high ranking FAA and military officials, along with other local and state dignitaries.
• Participates in meetings, conferences, planning sessions, work groups and unplanned situations across all lines of business within the FAA, to include DOD, industry, state and local governments.

- Selective Service Registration is required for males born after 12/31/1959.

Qualifications
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the next lower level of FV-I/Level IV or the equivalent FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Specialized experience includes: Experience analyzing complex aeronautical data, which impact the NAS; and Experience drafting and recommending changes to policies and procedures and developing reports.
