Duties

Serves as the technical expert on facilities management and safety engineering issues. Assumes responsibility for facility management operations; coordinates a variety of trades, craftsmen and contractors in the repairs, building renovation, emergency maintenance. Assumes responsibility for support and custodial services to prevent the disruption of vital services to the organizations equipment and to ensure conformity and compliance with contract requirements or project objectives. Develop and maintain the Facilities Asset Management System (FAMS) for the Field Office. Prepare technical specifications and other contract requirements for a wide variety of O and M contracts. Advises the Field Manager as well as all program specialists on all facilities and grounds responsibilities and participates in each program to the extent required. Implements management decisions through coordination of projects, scheduling and performing construction and maintenance work, obtaining access to public lands, transportation planning, direction and interpretive signing. Support range, wildlife, botany (special status/rare plants), recreation, minerals (geothermal, leasable and locatable), archaeology, hydrology, forestry, fire management, noxious weeds and realty programs.

  • This position is included in a bargaining unit. The National Federation of Federal Employees (NFFE), Local 2052, is the exclusive representative of all employees in this bargaining unit.
  • Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.

Qualifications

This position has an individual occupation requirement that must be met in order to be considered. Please read the Education section to ensure you meet these requirements. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify for the GS-09: You must have at least one year of specialized experience equivalent to the GS-07 level in the Federal Service. Specialized experience is defined as: Developing and implementing an annual and long-range maintenance program with emphasis on preventive maintenance; assisting with the investigation of any employee or visitor accident involving property damage to facilities or equipment; coordinating appropriate safety and health training for agency employees; performing a variety of basic maintenance and/or repair duties for buildings, grounds, and installed equipment assigned to a department. -OR- Have two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree from an accredited college or university with major study in engineering, industrial arts, property management, business administration or related disciplines appropriate to the position or other closely related subjects which provided the knowledge and skills necessary for successful job performance to do the work of this position. -OR- Have a combination of graduate education and specialized experience (less than one year) as described above, that when combined equals 100% of the qualification requirement. To combine education and experience, first take the number of semester hours of equivalent earned towards a graduate degree and divide by 18 semester hours of equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work requires some physical exertion such as long periods of standing; recurring bending, crouching, stooping, stretching, or reaching; or lifting moderately heavy equipment or other items weighing less than 23 kilograms (i.e., under 50 pounds). Work Environment: The work involves regular and recurring exposure to moderate risks and discomforts associated with production areas, such as exposure to strong odors or fumes from fuels or chemicals used in work processes; or working near operating machinery, moving vehicles, or electrical hazards. The work situation requires the employees to continually stay alert and to take special safety precautions, including wearing special protective items of clothing.

Education

This position has an individual occupation requirement. You must meet one of the below criteria to be considered for this position:

Undergraduate and Graduate Education: Major study in engineering, industrial arts, property management, or business administration.

-OR-

Experience that provided a knowledge of the practices and procedures directly related to the position such as:
  • Managing a maintenance program for office, including planning maintenance activities, and developing preventive maintenance programs.
  • Conducting surveillance activities over construction and maintenance operations performed by a variety of contractors, including reviewing project plans and specifications for workability, informing contractors of construction, and reporting requirements, and supervising operations.
  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
