The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Duties

The National Intelligence Council (NIC) consists of the most senior and expert intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue Support the NIC FO senior leadership team (Chair, Principal Vice Chair, Vice Chair for Analysis, and Vice Chair for Operations) by monitoring incoming memoranda, reports, and requests for information or comment; prioritizing urgent items; and researching items of particular interest. Serve as the NIC's senior advisor for Strategic Communications development. Draft and/or edit outgoing correspondence, speeches, and briefs on behalf of the NIC Chair or Acting Chair. Review written material for proper formatting, grammar, and punctuation; proper coordination; and substantive content prior to NIC Chair signature or approval. Ensure timely, professional internal and external response coordination and execution of all internal and external taskings prior to NIC Chair signature or approval. Lead the planning, development, and execution of a comprehensive NIC strategic communications plan for assigned areas of responsibility that effectively communicates the NIC mission, vision, and goals to stakeholders. Organize the NIC Chair's schedule, ensure read-ahead material is prepared/provided for meetings, speaking engagements, and conferences; and support the coordination and logistics of any travel needs. Initiate and closely manage the coordination and collaboration of all issues to facilitate NIC Chair's decisions or recommendations on major or sensitive topics. Research topics and collect material for meetings, speeches, and conferences; keep records of proceedings as required. Develop and manage communications strategies for NIC leadership and ensure timely, consistent messaging across multiple communication channels, collaborating regularly with senior NIC leadership to develop and refine corporate communications strategies serving the NIC workforce. In partnership with the Vice Chair for Operations, develop and execute NIC-wide operational procedures, business practices, and communicate to all personnel. Analyze, evaluate and organize material received for appropriate referral; compose, coordinate and consolidate recurring reports; review written product for compliance with Agency procedures. Establish controls and oversight to monitor internal and external taskings, including but not limited to talking points, briefings, and memoranda. Collaborate with Strategic Engagement to coordinate NIC internal communications for employee engagement and other employee facing opportunities. Brief, liaison with, and coordinate requirements or actions with counterparts at other IC agencies, the National and Homeland Security Councils, White House staff offices, Commands, and other USG organizations. Duties may include serving as a Contracting Officer Technical Representative (COTR).

Qualifications

Thorough knowledge of the ODNI structure, policies, and procedures as well as the IC structure and member's roles and capabilities. Thorough organizational skills and the ability to prioritize and manage multiple, time-sensitive tasks. Ability to work independently and manage competing priorities and work requirements in a dynamic, fast-paced environment. Thorough strong customer service skills and the ability to work with all staff levels both internal and external within the IC, other government agencies, private industry, and academia. Thorough interpersonal and team building skills to foster a collaborative work environment and to coordinate, network, and build consensus across the IC. Thorough communication skills (oral and written) to clearly present findings and recommendations. Analytical and critical thinking skills, including the ability to think identify needs, requirements, and develop recommendations. Desired Requirements: Thorough understanding of best practices for engaging with media outlets. Ability to build and sustain professional networks across organizational boundaries to exert influence. Thorough knowledge of mission area daily operational topics, capabilities, and strategic intent, as well as project management concepts and principles. COTR Level I Certification Bachelor's degree or equivalent experience as determined by mission specialty area.
