THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HR ASST (MILITARY) (TITLE 32), Position Description Number NGD2055000 and is part of the TN ARMY Army National Guard. This vacancy is covered by Association of Civilian Technicians (ACT), Chapter 103 (Volunteer Chapter). THIS POSITION MAY BE ELIGIBLE FOR RECRUITMENT OR RELOCATION INCENTIVE UNDER QUALIFYING FACTORS.

Duties

As a Human Resource Assistant, GS-0203-07, you will plan, organize, and administer the military personnel program for the organization. Assist in the preparation for and executes command level inspections of subordinate units in the area of personnel and administration. Accomplishe or review a variety of military personnel transactions including appointments, enlistments, separations, promotions, flagging actions, reassignments, reductions, duty assignments, transfers, medical evaluations, line of duty (LOD) actions, security clearances, awards and decorations, retirements, etc., and forwards actions to a higher headquarters. Implement the enlisted promotion system at the command level. Control the organization's medical readiness programs. Prepare and forward required documentation for officer promotion packets for required state and federal board actions. Provide guidance to organizational personnel and dependents concerning benefits and entitlements, i.e. career progression, bonus programs, educational opportunities, retirement, etc. Provide administrative support to potential applicants and evaluates qualifications for officer/warrant officer appointment packets. Review and/or assemble supporting documentation required at higher levels when processing actions such as involuntary order to active duty, non-judicial punishment, fraudulent enlistment, non-selection for retention, administrative discharges, and other administrative actions. (10) Monitor and review reports furnished by higher headquarters to identify trends and assist with the management of personnel readiness within the organization. Participate in unit Soldier Readiness Processing (SRP) for those units whose service members are being mobilized to active duty. Perform various administrative duties relating to military personnel involving the composition and distribution of correspondence, publications, reports, orders, etc. Provide personnel-specific information in developing plans for recruiting and retention within the command. May plan, organize and assign work to employees engaged in personnel and administrative work assigned at the command level. Perform other duties as assigned.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.

Qualifications

Military Grades: E-1 through E-5 (Upon selection, individual will be assigned to the compatible position within the 278th ACR). GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position with experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least one-year specialized experience equivalent to at least the next lower grade level. Experience in the interpretation and application of regulations, procedures, or laws. Experience that provided a working knowledge of administrative functions. Experience performing personnel transactions. Experience working independently and setting priorities with very little supervisory control.
