The incumbent serves as the Outpatient CBOC Supervisor providing the full range of therapeutic services for the CBOCs associated with the Mountain Home Mental Health Outpatient Services. The incumbent assumes the administrative and clinical responsibility for the management of the assigned employees of any person-class who function within the outpatient clinic setting, while consulting and collaborating with Chief of Mental Health Outpatient Services on daily operations. The incumbent is directly responsible for the success of mental health services delivered through the Outpatient Mental Health Clinic, while also contributing to the administrative oversight of outpatient psychotherapists at multiple locations (i.e., Morristown, Norton, Sevierville, and Bristol). Additionally, the Program Manager will provide administrative assistance to the Chief of Outpatient Mental Health, Deputy ACOS for MH, and ACOS for MH, in support of the full range of psychotherapeutic service provision within the Service.
Duties include but are not limited to:
Plans, implements, and provides clinical and managerial oversight to Clinical Services within the Mental Health Outpatient Services, primarily through CBOCs, including requirements for staff, program coordination, education and training activities, and clinical consultation.
Has direct or indirect (through subordinate supervision) administrative and professional supervision of subordinates.
Ensures efficient operations for the provision of services through the CBOCs and MHC. Assures that staff members are trained and competent to perform the duties assigned.
Responsibilities include supervision of staff, program management, and administrative responsibilities that are complex in scope and cover a significant portion of the Outpatient Mental Health Clinic. Scope of service includes:
Community Based Outpatient Clinic (CBOC) Mental Health (Bristol, Norton, Rogersville, Morristown, Campbell County, and Sevierville)
Mental Health Clinic
Care Coordination
Works with the Chief of Mental Health Outpatient Clinic at James H. Quillen VAMC to ensure accurate and current credentialing of assigned licensed staff, compliance with standards of practice and documentation, ethical practice, and high-quality service delivery.
Reviews and updates Scope(s) of Practice, Competence Assessment(s), and practice oversight with the Chief of Outpatient Mental Health, Deputy ACOS, ACOS for MH, and the overall Mental Health Leadership Team. Assesses and assists with the professional development of peers and subordinate staff.
Support staff in the team building process by promoting collaborative interaction and creative problem solving.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
c. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at

Grade Determinations: Supervisory Social Worker, GS-13
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services by supervised social workers.
(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
(f) Ability to provide staff training and development.
