This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

VA offers a comprehensive total rewards package: VA Nurse Total Rewards The Nurse Manager for the Residential Rehabilitation Treatment Program is an integral part of the RRTP; directly supervising the Nursing Personnel. The NM demonstrates a high level of clinical expertise, leadership, and creative approaches to the management of complex care. In addition, applies skills necessary to identify, coordinate, and/or identify discipline-specific education, as well as training in leadership, professional staff development and emerging needs, to all levels of staff. Duties included, but are not limited to: The incumbent is responsible for program oversight, monitoring, and administration, of safety and security practices. Actively participates in providing training and education to nursing personnel regarding safety and security practices. Participates in program planning and development, identifies trends and keeps RRTP Chief and Assistant Chief informed, and makes recommendations on program policy and procedures based upon work experience. Maintains familiarity with all applicable performance measures or monitors related to the RRTP. The incumbent is responsible for monitoring the delivery of nursing care, programming, and services throughout RRTP. Being involved in the identification of qualified candidates for vacant positions; development of position descriptions and performance standards for all positions within his/her supervisory line; and rating of performance appraisals and Registered Nurse (RN) proficiencies. Determines goals and objectives that need additional emphasis and plans for long range staffing needs. The incumbent makes decisions on challenges presented by staff members, supervisors, and leaders within the RRTP as well as Mental Health Service (MHS), as they relate directly to nursing personnel. Develops Quality Improvement and/or Action Plans as well as recommend personnel actions as necessary. The incumbent invokes disciplinary measures as appropriate regarding nursing personnel and recommends awards and changes in position classification to RRTP Chief, Assistant Chief and MHS Executive Leadership. Actively works to resolve employees' complaints and provides supervision as well as consultation to subordinates including rating of their performance. The incumbent monitors quality of care and productivity of supervisees and addresses ways to improve. The incumbent reviews and approves or disapproves leave requests. The incumbent provides a great deal of consultation and demonstrates possession of advanced practice skills and judgment, with experience in mental health and/or RRTP nursing practice. The position requires specialized knowledge of the mental health of Veterans who are residents of the RRTP. This includes many highly vulnerable individuals with long, complicated histories of physical, mental health, substance abuse, legal issues, and homelessness. The incumbent performs other duties as assigned. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Education/Experience: A minimum of a Master of Science in Nursing. Eligible candidate must possess current, full, active, and unrestricted registration as a Registered Nurse (RN) in a US State, Commonwealth, Territory or the District of Columbia. A minimum of Two (2) years of successful Registered Nurse (RN) Nursing Experience/Clinical Practice required. A minimum of Two (2) years of successful Mental Health RN Nursing Experience. A minimum of Two (2) years of successful Nurse Manager or Supervisor Nurse Role Critical Thinking and Problem-Solving Skills. Basic Life Support (BLS) Certification. Demonstrates sound judgment, nursing process and critical thinking skills. Staffing Methodology Experience preferred. Demonstrates ability to effectively communicate orally and in writing. Knowledge of computer systems and standard software programs. Demonstrates skills in managing complex systems, with advanced organizational skills. Demonstrates ability and skills, scheduling multi-level staff, predicting resource needs, and managing time and attendance. Knowledge and understanding of Department of Veterans Affairs (DVA) regulations/policies/procedures, current Joint Commission (JC) Standards, Commission on Accreditation of Rehabilitation Facilities (CARF), and other current internal and external accrediting body standards. Demonstrates a pleasant and respectful disposition. Evidence of self-direction. Adaptable in a dynamic and changing environment. Demonstrates the ability to respond in a positive manner with Central Arkansas Veterans Healthcare System (CAVHS) Employees and Stakeholders. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires visual acuity (including depth perception), keen hearing (aide permitted), clear distinctive speech, and manual dexterity in both hands. This position requires potentially long periods of continued walking (2-4 hours), standing (2-6 hours), stooping, sitting, bending, pulling (1-2 hours), and pushing (1-2 hours). lifting (>50 pounds), carrying (>50 pounds). Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to wear protective clothing in isolation situations, operative/invasive procedures, or home settings.
