Duties
Serves as a Network Administrator in the Network Operations Section, which is the installation focal point for voice and data communications providing BLM-wide network services.
Serves as a project manager leading studies to identify and determine network administrative and technical requirements, network architecture, infrastructure and facilities necessary for upgrading components and/or consolidating regional networks.
Conducts cost benefit analyses and total cost of ownership and capacity studies.
Prepares study summaries for comparison of alternatives pertinent to the economic justification of costs, time and equipment usage and generates complex queries and reports.
Provides direction and operational coordination for configuration management plans for complex local-area networks (LANs) and wide-area networks (WANs).
Evaluates network software, hardware, bandwidth, and communications link, specification and installation. Analyzes, assesses and interprets the LAN/WAN user and administrator requirements for software to be used in the future.
Serves as the technical expert/authority and advisor concerning bureau-wide development, implementation, modification, and management of long- and short- range IT planning and development of bureau-wide IT goals, objectives, policies and priorities.

Qualifications
In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience: In addition to meeting the basic entry requirement, applicants must have specialized experience to be found qualified. In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade.
To qualify for the GS-13 grade level, you must have 1 year of creditable specialized experience equivalent to the GS-12 grade level. Examples of work include, but are not limited to the following: experience typically gained in the IT field or through the performance of work where the primary concern is IT. Examples of specialized experience is: experience managing the installation and integration of enterprise-level network systems and software updates/enhancements; experience reviewing operating system, server, database, network equipment (e.g. routers, switches, firewalls, etc.) and other logs to ensure system availability; experience resolving high-level technical and administrative problems; experience troubleshooting system issues with coworkers; and providing advice and guidance to customers in both written and oral presentations.
There is no substitution of education for specialize experience at the GS-12 and above grade levels.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
