Duties
Support the full life cycle of DHA software intensive applications from requirements decomposition through sustainment and subsequent decommissioning as required.
Plan, organize, and oversee the development and delivery of solutions, including managing project timelines, resource allocation, and ensuring adherence to project goals and quality standards.
Maintain understanding of the OpenText platform including AppWorks and Content Suite, its features, and capabilities.
Provide technical guidance and architectural oversight, ensuring the development of scalable, efficient, and reliable solutions.
Incorporate agile methods and processes in, development, configuration management, cyber security and testing.
Collaborate with team members, cross-functional teams, and stakeholders to design and architect solutions such as OpenText platform with AppWorks and Content Suite ensuring alignment with business requirements, scalability, and maintainability.
Collaborate with business stakeholders and analysts to gather and analyze requirements, providing technical insights, feasibility assessments, develop COAs and recommending optimal solutions.
Review and confirm OpenText platform including AppWorks customization justification and configurations to ensure they conform to established standards and requirements.
Review and approve OpenText platform including AppWorks integrations with other enterprise systems and third-party applications, ensuring seamless data flow and process automation.
Validate unit testing, system testing, and performance testing of developed solutions to ensure functionality, performance, and reliability.
Oversee, review, and approve technical documentation.
Ensure investigation and resolution of issues reported by users or stakeholders.
Understand modern technologies such as cloud / SaaS, AI/ML and RPA to provide recommendations and guidance for opportunities to modernize / tech refresh supporting technologies to improve systems.
Guide the activities of contractors and others in achieving new products.
Problem-Solving: Thorough, strong analytical, and problem-solving to drive the team’s use of logical and methodical methods to understand complex business requirements and translate them into technical solutions.
Continuous Learning: Stay updated with the latest trends and advancements in OpenText, AppWorks, and related technologies, continually enhancing your skills and knowledge.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 60 months as of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of occasional travel less than 25 % of the time.
- Position may be subject to an extended three year probationary period for the Engineers and Scientists Occupational Family unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is a 6-year Renewable Term position scheduled to last 6 years IAW Federal Register Vol. 82, No. 178. This position may be extended, without limit, in up to six-year increments.
- Term employment is subject to an extended three-year trial period for the Engineer and Scientist Occupational Family. Employees serving a trial period can be removed with limited appeal rights.
Qualifications
This position is being filled under the Direct Hire Authority (DHA) Bachelors Degrees for Scientific and Engineering Positions (STRLs) authorized by 85 FR 78829 dtd 12/07/2020.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DB-02 pay band (GS-11 grade level) in the Federal Service which includes experience in one or more of the following areas:
Experience with Microsoft products (e.g. SQL Server), cloud service providers and OpenText AppWorks or similar business process management platforms.
Proficiency in Microsoft products, OpenText AppWorks and Content Suite, including experience with AppWorks Process, Forms, API integration, and user interface customization.
Experience with web technologies such as JavaScript, HTML, and CSS.
Experience with database concepts and SQL for data manipulation and integration.
Analytical and problem-solving abilities.
Ability to communicate orally and in writing to develop and present information/advice to higher level managers, communicate with internal and external customers at all levels, and/or develop new organizational policies and guidelines.
Experience with Windows OS, MS IIS, Framework: .Net, OpenText BPM (App Works), OpenText ECM (Content Server), OpenText Directory Services, OpenText Archive Center (Planned), OpenText Brava, Database: MS SQL Server.
Transcripts are required to meet the Basic Education for the applicable series.
Basic Requirement for Computer Scientist (1550 series):
Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
