You will serve as a in the COMPUTER SCIENTIST (CYBER SECURITY), Navy Medicine Consolidated Information Center under the Chief Data Officer of BUREAU OF MEDICINE AND SURGERY.
This announcement uses the OPM DHA for Cybersecurity recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will be utilize cyber security and risk assessments of data and systems.
You will approve project scope and analytic approach for data requests, leading cyber security, information security, and risk assessments for all requests and solution development.
You will work with stakeholders and customers to scope of technical analytic solutions.
You will facilitate the Scrum process used to execute development projects.
You will present on applications at both tactical and senior leadership levels.
You will code and program languages.
You will utilize analytical concepts, policies, and principles.
You will facilitate the quality review process across executing partners.
You will perform resource allocation and staffing of projects for internal staff and contractors.
You will work with the Leadership team to develop and execute overall program maturity plans to enhance and grow the services provided.
You will assign and review of work for technical staff within the Development team (e.g. Deputy Department Head, Operations Researchers, and Programmers).

Qualifications

Applicants must possess a Bachelor's degree in computer science or bachelor's degree with 30 semester hours in combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. (You must submit a copy of your transcripts at the time of application. Failure to do so will result in an ineligible rating.)

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Teaching state-of-the-art software development methodologies to wide audiences with diverse backgrounds and mentoring programmers;
Integrating and coordinating multiple and related missions, functions, subjects, issues, and situations across echelons (or equivalent) to present and recommend solutions in a logical, cohesive format to include researching, interpreting, developing, and advocating component/command or equivalent organization laws, regulations, and policies;
Overseeing Scrum process and solution development throughout the lifecycle.
Distinguishing pertinent/relevant process areas critical/acute to the organizational strategic initiatives, developing interdisciplinary teams and/or approaches to address long-standing issues, and develop statistically valid studies to analyze them; AND
Developing detailed plans, goals, and objectives for long-range issues involving reengineering.
