The Supervisory Librarian (Biological and Medical Science) serves as a first level supervisor, provides planning, direction, organization, and exercise control over nonsupervisory employees assigned to VANTHCS, Library Service staffed center of operation in Dallas, TX.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Managerial Responsibilities (25%) Providing technical library services for scientific, technical, and professional staff and an active patient health resource center Planning, operating, and administering all aspects of the library program in accordance with established policies and the VANTHCS and VHA regulations Making long-range plans for new and/or enhanced services; developing the library budget; providing input for all local, VISN and VACO reports, surveys, and information requests Completing acquisitions procedures for library reference materials and local databases and those for VISN 17 when requested Analyzing the overall library and information needs of the VANTHCS and develops original, long-range plans for meeting such demands Serving as local systems administrator/project manager for Library Service Participating in development and management of library intranet site as well as any other automated processes Developing and implementing staff training in the use of online resources (books, journals and databases) as well as the remote access to library resources Librarian Responsibilities (25%) Determining scope and coverage required to develop the library's collection; reviewing specialized literature to identify items of potential value; selecting relevant library materials through review of publisher catalogs and specialized knowledge Reviewing collection and identifies items which are obsolete, unserviceable, or excess to needs; selecting library journal subscriptions; selecting library titles to be purchased on microfilm; recommending/directing archival/preservation solutions for items in the library collection Directing classification of library collection using standard library conventions and rules according to National Library of Medicine (NLM), Library of Congress (LC), and recognized professional library practice Performing or providing guidance for original cataloging and advanced bibliographic techniques for specialized topics not cited in standard cataloging schedules Providing comprehensive reference services in specialized subject areas to professional staff Performing general and specialized research, reference and literature searching of current and retrospective information sources, and literature searches (both classified and unclassified) Providing professional guidance to library staff and ensuring that all staff-sided integrated library system (ILS) duties are performed VISN Responsibilities (25%) Supporting the education, training and continuing professional developments of VISN 17 health care personnel Performing or facilitating literature searches utilizing current and retrospective information sources including online databases Identifying and communicating with relevant vendors meeting VA contracting standards and requirements Negotiating with vendors throughout the acquisition process, track the progress of contracts, document the process accordingly, monitors contract process and vendor compliance through the VA contract lifecycle Ensuring that the designated VISN resources fund control point is financed with the appropriate reserves necessary to fund the VISN contracts Collaborating with vendors to ensure access to information is available to users at the point of need and care Conducting needs assessments, tracks user satisfaction, analyzes result and makes recommendations based on analyses Supervisory Responsibilities (25%) Providing direction and supervision over: 2 Librarians (Biological and Medical Sciences) and 1 Library Technician and identifying requirements, plans for, organizes and distributes authorized personnel resources Preparing and presenting justification for organization structure, manpower and personnel requirements to accomplish assigned mission and functions Ensuring development of organizational work plans, short/long-range schedules, priorities, work assignments and position structures to effectively, efficiently, and economically carry out the work of the organization Establishing performance standards and evaluates subordinates and making final decisions on appropriate administrative and personnel matters Performing various supervisory tasks such as selecting employees to fill vacancies, taking disciplinary action, hearing and resolving complaints and group grievances, explaining new policies, and gaining support for various management programs Providing or making provision for development and training or cross-training, consulting with specialists on training needs and deciding on training problems related to the organization Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m. Recruitment & Relocation Incentives: May be authorized for highly qualified candidates. Basic Requirement: The following are basic requirements for appointment as a Supervisory Librarian (Biological and Medical Science) in the Veterans Health Administration (VHA), which all applicants must met. Basic Education: Completion of 1 full academic year of graduate study (i.e., 18 semester hours) in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. (UNOFFICIAL TRANSCRIPT REQUIRED: If you do not submit your transcript, your application may not be reviewed.); OR Basic Combination of Education and Experience: A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. Minimum Requirement: In addition to meeting the basic requirements, the following minimum requirement criteria must be met to be qualified for this position. Specialized Experience (GS-12): You must have one (1) year of specialized experience that demonstrated the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series (1410 Librarian); to understand the concepts, theories, new developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-11). (CLEAR DETAILS OF EXPERIENCE REQUIRED: Your resume must show complete information for each job entry, such as beginning and ending dates of employment, duties performed, and/or total hours worked per week.) Specialized Knowledge Requirement: In addition to meeting the minimum requirement, the following specialized knowledge requirement criteria must be met to be qualified for this position. For Librarian (appropriate specialization): Applicants must also possess specialized knowledge of a subject-matter field directly related to the position being filled, i.e., Supervisory Librarian (Biological and Medical Science). When such knowledge is required for the position, an applicant's education or experience must have included or been supplemented by the requirements specified in one of the paragraphs below: (a) A full 4-year course of study in an accredited college or university that meets all academic requirements for a bachelor's degree that included at least 24 semester hours in the specialized field (i.e., Biological and Medical Science) for which the applicant is being considered, e.g., physical science, biological science, social science; or that included any combination of subjects with at least 15 semester hours in a major subject (such as physics or chemistry) that is especially applicable to the position for which the applicant is being considered; or (b) Four years of pertinent experience of such nature and level to provide a knowledge of the basic principles, theories, practices, techniques, terminology and expressions of the appropriate discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; ability to acquire additional information about the field and related fields; and some knowledge of literature resources in the field. Such experience should be equivalent to that which would have been acquired through successful completion of a full 4-year curriculum in an accredited college or university with major study in appropriate subjects, or combination of subjects, as specified in (a) above. (c) Any time equivalent combination of experience as described in (b) with education as described in (a). Physical Requirements: This work requires moderate physical exertions such as long period of standing; recurring activities such as bending, crouching, stooping, stretching, reaching; pushing loaded book trucks; and lifting of moderately heavy items such as boxes of books or journals.
