Purpose: to serve as a first level supervisor, provide planning, direction, organization, and exercise control over nonsupervisory employees assigned to VANTHCS Library Service staffed centers of operation, Bonham and Dallas, and ensure provision of library services to the rest of VANTHCS.
Organizational Location: Library Service for VA North Texas Health Care System (VANTHCS).

Identifies requirements, plans for, organizes and distributes authorized personnel resources.
Prepares and presents justification for organization structure, manpower and personnel requirements to accomplish assigned mission and functions.
Ensure development of organizational work plans, short/long-range schedules, priorities, work assignments and position structures to effectively, efficiently, and economically carry out the work of the organization.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2023.
Time-In-Grade Requirement: Applicants who are current or former Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Basic Requirements: All librarians must meet the requirements for professional education in library science or possess equivalent experience and education as required for GS-7 entry level, which is:
Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; OR
A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
analyzes the overall information needs of the VANTHCS and develops library policies, procedures and programs as well as long-range plans for meeting such needs;
develops and monitors the library budget requirements for the Library Funds Control Point;
provides input for all local, VISN and VACO reports, surveys, and information requests;
serves as local systems administrator/project manager for Library Service;
determines scope and coverage required to develop the library's collection;
and provides comprehensive reference services to professional staff by conducting general and specialized research including literature searching of current and retrospective information sources.
Education cannot be substituted for the GS-12 level required specialized experience.

Physical Requirements: This work requires moderate physical exertions such as long period of standing;
recurring activities such as bending, crouching, stooping, stretching, reaching; pushing
loaded book trucks; and lifting of moderately heavy items such as boxes of books or
journals.
