About the Position: The Missouri River Project minutes from the district office is located in downtown Omaha and minutes from the city's wide array of parks, museums, historic sites, restaurants, recreation and entertainment venues such as Boys Town, the world-class Henry Doorly Zoo, and the College World Series. Duties

Responsibility for fish and wildlife and natural resource management planning in connection with the Papio and Salt Creek Lakes Master Plan, Operational Management Plan for the Project, and recreational development activities on outleased areas. Make field studies and review reports and studies to determine fish and wildlife conditions and need for establishment and replacement of winter cover, nesting and feeding areas, and escape cover. Conduct studies and investigations relating to Salt Creek/Papio Lakes to determine objective use of the project by all types of land use. Make an analysis of the statistics and indicate in report form the observed trends in wildlife populations, significance of public recreational use and trends, and an analysis of over-all project benefits. Make various other studies relating to water level elevations, changes in surface acreage, vegetation coverage, condition of lake water, and recreation census. Inspect mitigation plantings, areas sown to native grasses or other plantings on Salt Creek/Papio lands. Advise natural resource staff of the latest techniques to improve mitigation techniques.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess a valid motor vehicle operator's license.
  • Must be able to maintain required Corps of Engineers certification of the motorboat.
  • Must be able to obtain and maintain a Nebraska Department of Agriculture (NDA) Non-Commercial Applicator certification in General and Right-of-Way Pest Control categories within six (6) months of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience: 1) Applying a working knowledge of the interrelationships of forest, soil, wildlife habitat, rangeland management, fisheries, and hydrology as they affect the total resource management program and ecosystems in general. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Environmental PlanningNatural Resource ManagementProject ManagementTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
