This position is located in the Legal Division, Legal Services & Special Contracts Group, Contracting & Risk Management Unit, Corporate Operations Branch of the Federal Deposit Insurance Corporation and provides support in the areas of drafting, awarding, and administration of all contracting policies, procedures and documents related to outside counsel and legal support services agreements.   

Duties

Provides assistance with the preparation of contract documents to retain outside counsel and legal support-services providers such as experts, court reporters, trial consultants, and electronic discovery service providers and reviews requests for renewal, extension, modification or termination of legal services agreements and related contract documents. Provides assistance with the coordination of the selection, retention and management of outside counsel, legal services providers, and special contractors throughout the Legal Division. Conducts ongoing reviews of policies and procedures related to the FDIC's outside counsel management and legal support service provider programs, and monitors compliance with all outside counsel and legal support service provider directives, policies and procedures, as applicable. Provides assistance with the preparation and handling of cases involving requests for waivers of organizational and representational conflicts of interest or requests for rate increases by outside counsel and legal support services providers. Provides advice and counsel regarding special contracting or non­traditional contracts, and Legal Division procurement. Supports the Legal Division's research into the use of smart contracts and other innovations in technology as applied to contracts. Researches intellectual property issues, including the FDIC's use of a patent or patentable subject matter, copyrighted material, technical data, or computer software.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.  Additional qualifications information can be found here. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS 12 grade level or above in the Federal service.  Specialized experience is experience in the drafting, awarding, and administration of contracts and all contracting-related activities; and reviewing, recommending, and monitoring compliance for the retention and use of contractors.   J.D. or LL.B Degree required.  Active Membership in good standing of the bar of at least one state, territory, commonwealth, or the District of Columbia.
