You will serve as a GG-1102-13 Contract Specialist utilizing contracting knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR) as well as commercial practices to analyze requirements and acquire specialized goods and services. This position is located in Suitland, MD in the OFFICE OF NAVAL INTELLIGENCE.

Duties

You will utilize knowledge of acquisition and contacting regulations (FAR and DFAR) as well as commercial practices. You will provide procurement advice and guidance to customers. You will utilize experience working on Indefinite Quantity Indefinite Delivery (IDIQ) contracts, Blanket Purchase Agreements (BPAs), and Basic Ordering Agreements (BOAs). You will serve as a technical advisor on contractual regulatory requirements, rules, and policies as well as provide recommendations on customer training topics. You will perform the full range of contract administration, inclusive of close-out. You will maintain and develop networks with personnel in related fields, within the Department of Defense and Intelligence Community contracting offices, to discuss mutual contractual issues and lessons learned. You will participate in inter-agency working groups and conferences as required.

• All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
• This position requires a periodic polygraph examination.
• This position may require a 2-year DCIPS trial period.
• These positions require a DAWIA Contracting Professional certification.
• This a Defense Acquisition Workforce position that requires a Contracting, Foundational acquisition certification. The incumbent has 36 months to earn this certification and must obtain and maintain certification in accordance with DoDI 5000.66.
• Acquisition Workforce members must complete 80 hours of Continuous Learning Points every two years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials.
• Obtaining certification within the allotted grace period and maintaining CLPs before/after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as: 1. Draft and execute contractual documents utilizing an automated contract's writing system. 2. Utilize common contracting methods and contract types to procure standard or specialized services and commodities through formal advertising and negotiation procedures using primarily firm fixed-price contracts. 3. Perform cost and price analysis by evaluating and reviewing contractor proposals and conducting negotiations for specific terms and requirements to meet government needs. 4. Provide sound business advice in the execution of pre-award and post-award functions using a wide range of common contracting methods and contract types. Education

In addition to the specialized experience mentioned above, you must also possess the basic requirements below in order to qualify for the 1102 contracting position:

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

AND

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
