You will serve as the Director, Contracts and Acquisition Directorate, directing and managing the N8 Deputy Director and Staff of civilian and military personnel. You will develop policy for management and oversight of command processes related to contract negotiation, acquisition planning, and acquisition strategies. This position is located at OFFICE OF NAVAL INTELLIGENCE in Suitland, Maryland.

Duties

You will utilize knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other contractual guidance to ensure command compliance with Department of Defense guidelines. You will use broad authority to execute and direct all acquisition and contract negotiation project and program actions. You will serve as procurement, acquisition, and contractual expert and Office of Naval Intelligence (ONI) authority for contractual decisions, policies, and procedures. You will coordinate with the Naval Intelligence (NAVINTEL) DAWIA Program Executive to ensure the 1102 series professionals in NAVINTEL Enterprise are aligned to the DAWIA 1102 standards.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a two-year DCIPS trial period requirement.
  • Must obtain and maintain DAWIA 1102 Contracting Professional certification and continuous learnings as outlined in DODI 5000.66.

Qualifications

You must meet the Basic Qualifications for this position. These include: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. In addition, your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Serve as Source Selection Authority for acquisition and contract negotiation, utilizing extensive knowledge and experience in awarding contracts under source selection procedures; Coordinate efforts to ensure organization adheres to regulatory requirements and procedures in regards to procurement and acquisition documentation; Develop strategies to recruit, develop, and retain civilian acquisition and contracting personnel.
