The employee performs direct medical supply purchasing duties and provides inventory management support to the administrative and clinical services and initiates the obligation for all related requirements necessary to provide prosthetic and sensory aids services, to include durable medical equipment and supplies directly to Veterans. This position is assigned to the Prosthetics and Sensory Aids Service (PSAS), at the VA Medical Center located in Chicago, IL.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-07. At the GS-06 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-07. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Duties include, but may not be limited to the following: Performs technical level purchasing support adhering to all appropriate regulations, directives, handbooks, and other policy and facility memorandums, to acquire patient specific medical equipment, supplies and services, including rentals to meet the outpatient medical needs of the services; submits acquisition plans and procurement packages for stock and veteran specific needs to the Network Contracting Office; and uploads quotes, bids, invoices, consults, and other important documents to the Electronic Contract Management System (eCMS). Reviews written prescriptions or oral requests to determine what items or services are needed; selects the most appropriate cost-effective source to deliver the items/service in the most reliable manner; and obligates and authorizes payments. Performs in-depth market research for specialized purchases, and collaborates with clinical providers, manufacturers and validates quote to medical prescription; and performs routine simplified purchase orders that do not require extensive research and are generally procured using Federal Supply Schedule (FSS) /Local and/or other contracts. Monitors, receives, tracks, interprets, and analyzes prosthetic consults, and prescriptions for items, services, and home medical equipment. Examines clinical health records and claims folders to determine eligibility and entitlement for items and services based on adopted criteria and advises veteran of the same. Obligates the government in procurement actions up to the single micro-purchase threshold for open market and under established contracts for all types of goods and services. Researches the use of different solicitation methods, ordering or reporting procedures in both the purchase card menu and the prosthetics program. Purchases specialized equipment or services that have an unstable price or product characteristic, hard-to-locate sources, have critical characteristics, etc., and resolves a variety of purchasing problems; and administers small purchase orders that involve the use of instruments that are not firm-fixed-price (e.g., time and materials, labor hours, or other un-priced small purchase orders). Reconciles all invoices for certification of payment by reviewing veteran records against invoice presented to ensure that accurate cost is being charged for service/item rendered; maintains accurate records of transactions; and completes all adjustments to computerized system before final payment to vendor is certified. Provides assistance and training to new Purchasing Agents in ordering of appropriate prosthetic appliances, purchase card reconciliation, stock and inventory control, etc. Maintains an inventory of all purchased and consignment equipment with expiration date, imitate exchange and/or replacement of expired stock. Utilizes office automation equipment and software to effectively communicate with others, place purchase orders, produce forms, and complete correspondence. Processes emergent orders identified as "stat" orders, providing services within 24-hours. Performs other related duties as assigned. GS-06 SPECIALIZED EXPERIENCE: Requires at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-5 level in the Federal service. Specialized experience includes knowledge of medical terminology; knowledge of contracts and purchasing policies; procuring medical/prosthetic/orthotic supplies and services to meet the purchase, rental, or lease needs of an organization; utilizing a purchase card; utilizing an automated inventory system; and answering questions regarding purchasing/procurement procedures, policies, etc. (Resume(s) must clearly support the duties and experience required for this position. GS-07 SPECIALIZED EXPERIENCE: Requires at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-6 level in the Federal service. Specialized experience includes knowledge of medical terminology; knowledge of contracts and purchasing policies; procuring medical/prosthetic/orthotic supplies and services to meet the purchase, rental, or lease needs of an organization; utilizing a purchase card; utilizing an automated inventory system; answering questions regarding purchasing/procurement procedures, policies, etc.; assisting in training new employees; and resolving a variety of purchasing problems.
