This position is located in the Prosthetics Service Line, at the Jesse Brown VA Medical Center, Chicago, IL. The primary purpose of this position is to provide 1st level supervision, planning, developing, implementing, directing, evaluating, managing and coordinating the activities of the Purchasing Agents assigned to the Prosthetics Purchasing/Procurement areas. The incumbent is responsible for the day-to-day monitoring of the technical and scheduling aspects of the section.
Duties
Schedules sufficient personnel in the Prosthetic area on all shifts to maintain a smooth and well flowing workload.
Distributes and balances the workload among employees in accordance with established workflow, assures timely accomplishment of the assigned workload, and assures that each employee has enough work to keep busy.
Keeps all time sheets on employees of the sections and coordinates with the appropriate timekeeper about them.
Keeps in touch with the status and progress of work and makes day to day adjustments in accordance with established priorities, obtaining assistance from the Chief of Prosthetics on problems that may arise.
Estimates and reports on expected time of completion of work and maintains records of work accomplishments and time expended.
Instructs employees in specific tasks and job techniques and makes available written instructions, reference materials and supplies.
Provides/assigns on the job training to new employees and students in accordance with established procedures and practices during their rotation.
Maintains a current knowledge on Purchasing/ Procurement matters and answers questions of other employees on procedures, policies, directives, etc., and obtains needed information or decisions from the Chief of Prosthetics Supervisor on problems that come up.
Work Schedule: Monday - Friday 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the second lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: reconcile invoices for certification of payment; Provide services and assistance to veterans varying in age; Operate software package to maintain detailed and accurate accounting of actions taken for veterans, Maintain continuous liaison with vendors, medical center professionals and staff to ensure timely acquisitions and provision of items and services; Interviews veterans reporting to the service and receives phone calls from beneficiaries; Advise patients, family members or other representative on decisions, appeal rights and equipment safety and maintenance
