The primary purpose of this position is to serve as a first level supervisor over the Patient Services Section to include Enrollment & Eligibility (E&E) staff, and staff serving as Administrative Officer of the Day (AOD).

Duties

The incumbent serves as the Facility Enrollment Coordinator and is located in the Business Office Service in the Patient Services section at the James H. Quillen VA Medical Center (JHQVAMC) Johnson City, Tennessee. The position reports to the Chief of Clinical Operations within the Business Office Service Line. Duties will include but are not limited to: Performing administrative and technical activities involved with screening, processing, and assisting Veterans, non-Veterans and beneficiaries seeking multiple medical treatment benefits. As the Enrollment Coordinator, the incumbent is responsible for establishing procedures to ensure all "front-line" employees involved with Veteran patient contact during the intake and enrollment process receive periodic training and regular status briefings on the enrollment process and health benefits administration. Subject matter expert on all enrollment administrative issues for clerks, medical staff, first-line, middle and senior facility management officials of the JHQVAMC. Responsible for coordinating the implementation of all enrollment software changes to Veterans Health Information Systems Technology Architecture (VistA) with the local Information Resource Management Staff and the Business Office Program Application Specialist. Develops program materials, such as Standard Operating Procedures (SOPs), Station Policies and relays content to clerical staff assigned throughout the JHQVAMC. Serves as the New Enrollee Appointment Request Coordinator (NEAR) for JHQVAMC responsible for managing the process and NEAR list to ensure associated appointments are scheduled in a timely manner. Responsible for establishing Decedent Affairs processes per VHA Handbook 1601B.04. The position is the subject matter expert for the initial determination whether the deceased meets legal requirements for burial benefits by means of documents or if documentation is not available, initiates a search for the required verification (i.e., review of military documents, hospital inquiry system (HINQ, patient data exchange system (PDX), Veterans Information Solution (VIS), telephonic verification with VA Regional Office staff or Records Processing Center in St. Louis, etc.). Responsible for the orientation of the Veteran's beneficiaries to benefits available; answers questions, provides information, gives guidance, initiates action as appropriate and obtains all required signatures. Provides advisory, administrative and technical assistance in a compassionate manner. Work Schedule: Monday - Friday, 07:45 a.m. to 4:30 p.m. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/23/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Use all computer menus relating to processing data for admission and determining legal entitlement of veterans benefits and to use scheduling menu for outpatient scheduling. Thorough knowledge of all aspects of Medical Administration Service programs and knowledge of how they interrelate to all other Medical Center services and programs. Comprehensive working knowledge of applicable public laws, VA policy and regulations, station directives, legal decisions, and state laws dealing with care and treatment of veterans and beneficiaries (admissions, discharges, scheduling, inpatient and outpatient policy, fee services, domiciliary care, sharing agreements, legal detention, beneficiary travel, patient funds and valuables, death details procedures and burial benefits, Compensation and Pension activities, medical and dental benefits, procedures, eligibility, and related matters. Ability to identify and analyze complex problems or situations with a range of variables. Ability to complete assigned projects, studies, narrative and statistical reports, reviews in a thorough, accurate, and timely manner. Ability to explain and organize complex issues in writing, interpret and explain VA policies to: house staff; patients; employees; and others, and to cope with a wide variety of problems and to resolve them quickly and decisively. OR, Education: Applicants may substitute education that is directly rated to the occupation for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree that is directly related to the occupation (TRANSCRIPTS REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year of graduate level related education (TRANSCRIPTS REQUIRED). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The Supervisory MAS routinely goes to most sections and buildings, including offices, clinics, wards, laboratories and the morgue during each shift. The incumbent must be able to independently access every area of the Medical Center. The position includes sedentary work at a workstation in front of a computer but also requires moderate walking and standing between clinical and administrative areas.
