James H. Quillen VA Medical Center is recruiting for a Supervisory Administration Service Manager (Veteran Experience Officer), GS-301-12, who directly maintains a work liaison relationship with Veteran's service organizations, community groups, and others whose interest is in helping and protecting Veterans, their families, and their representatives. ****RELOCATION INCENTIVE MAY BE OFFERED TO HIGHLY QUALIFIED CANDIDATES********

Duties

The Supervisory Program Specialist serves to develop and implement comprehensive plans and strategies for the internal and external integration of day-to-day and long­ range projects, actions, and activities for the Veterans Experience Office. Such projects and programs may be in support of administrative functions or scientific research activities. The incumbent analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives and analyzes program performance data to identify issues and make recommendations for improvement. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023. TIME-IN-GRADE REQUREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. Current, permanent Federal employees must submit SF-50(s) for verification of meeting this requirement. You will not be contacted for further documentation. In addition to the Time-in-Grade Requirements, you must also meet the following specialized experience: GS-12 SPECIALIZED EXPERIENCE: Carefully read the following descriptions of the required specialized experience for the Supervisory Program Specialist (Veterans Experience Officer), GS-0301-12 position. Your resume must support your response. Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is is defined as: Experience gained working as a Health Systems Specialist, Administrative Officer, Medical Information Supervisor, Patient Advocate Supervisor, or other work which involves managing a variety of veterans support services in a multifaceted facility. Evaluating and recommending solutions to measure, evaluate, and improve the effectiveness and efficiency of key medical center operations that have (or may have) a significant impact of the patient experience. Providing briefings or presentations to executive leadership, service chiefs, and front-line employees. Serving as a change agent and working closely with hospital leaders in identifying priority areas, developing goals, planning improvement, and measuring effectiveness. Collecting, analyzing, and trending data. Developing/implementing policies and procedures. Conducting evaluations and assessment of results. You will be rated on the following Competencies for this position: Administration and ManagementCommunicationCustomer Service A one-year supervisory/managerial probationary period may be required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. PHYSICAL REQUIREMENTS: The work is primarily sedentary, although some slight physical effort may be required. Work can be done while seated, at a desk and computer keyboard. Frequent walking may be required for frequent and routine point of care rounding. Incumbent may travel to all sites of care within the MHVAHCS for employee education and training programs, as well as employee and community Town Hall meetings.
