This position, located at the Cheyenne VA Health Care System (CVAHCS) and serves as an Enrollment Specialist for the Enrollment & Eligibility (E&E) Office for the Cheyenne VA Healthcare System (CVHCS). The primary purpose of this position is to function as the direct administrative staff responsible for making the appropriate eligibility determinations for VA care.
Duties
Major duties include, but are not limited to:
Manages the Enrollment Program to include all administrative processes, health benefits eligibility determinations, and all aspects of the health benefits package
Performs technical activities involved with screening, processing, and assisting veterans, non-veterans, and beneficiaries seeking multiple medical treatment benefits
Subject Matter Expert on all enrollment administrative issues for clerks, medical staff, first-line, middle, and senior facility management officials of the CVAHCS
Coordinates inpatient/outpatient activities and administers a variety of veteran/patient entitlement and benefits programs
Coordinates the implementation of all enrollment software changes to Veterans Health Information Systems Technology Architecture (VistA) with the local Information Resource Management Staff and the Business Office Program Integrator (BOPI)
Develops program materials, (i.e., Standard Operating Procedures (SOPs), Station Policy, and relays content to clerical staff assigned throughout the ECHCS.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 8:30am - 5:00pm

Qualifications

You may qualify based on your experience as described below:
Specialized Experience: For a GS-06 position, you must have 1 year of specialized experience equivalent to at least the next lower grade of GS-05 in the normal line of progression for the occupation in the organization. For a GS-07 position, you must have 1 year of specialized experience equivalent to at least the next lower grade of GS-06 in the normal line of progression for the occupation in the organization
Examples of specialized experience would typically include, but are not limited to, a comprehensive knowledge of VA and Medical Center laws and regulations, directives, handbooks, center memorandums, administrative procedures and processes, standard operating procedures, internal policies, and other guidance related to all facets of medical center administration and operations to ensure that all Veterans, patients, potential beneficiaries, staff, and other stakeholders are accurately informed and efficiently enrolled, as applicable, as well as other guidance related to such areas as eligibility for VA medical benefits, non-VA care eligibility, outpatient programs, patient scheduling, admissions and discharges, patient transfers, VA healthcare network capabilities for patient referrals and transfers, employee health, beneficiary travel, inpatient and outpatient statistical reporting, and others related medical center organization and administration; the ability to use several computer systems, including, but not limited to VistA; HEC Enrollment System Expansion, CPRS, HINQ, VIS, VBMS, SHARE, DPRIS, and other computer systems, and the requisite knowledge for using multiple menu options within those systems; and the ability to collect, analyze, and report data as assigned for quality improvements, monitors, and routine or special reports.

Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping, and carrying light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress are required because of the time factors involved in completing work assignments within deadlines.
