This position is part of the WAPA-RMR-Rocky Mountain Region. As a Power System Dispatcher (Outage Coordinator), you will serve as an Outage Coordinator. You will plan, analyze, and coordinate planned outages and switching activities on the Bulk Electric System (BES) while maintaining system integrity and reliability in support of the dispatch function. **This is not a remote position. The selectee will be required to be physically present at Loveland, Colorado.**

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy. SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify for the AD-05: Applicants must have one year (52 weeks) of specialized experience equivalent to the next lower grade or pay band in the Federal service. I have specialized experience equivalent to the AD-04/GS-12 grade level or equivalent pay band. Specialized experience MUST include at least 3 of the 4 listed below: Creating and coordinating switching programs utilizing outage software programs for switching programs such as clearances, hot line orders, general switching, special conditions, authorization to work, and foreign switching. Recommending or making corrections to power system single lines and schematic drawings and preparing working sketches showing revisions and corrections for power system personnel use. Power system operator experience with centralized Supervisory Control and Data Acquisition (SCADA)/Energy Management System (EMS) or similar systems with 100-kV or higher voltage transmission lines, substations, and inter connection to other utilities. Providing technical expert advice and guidance on bulk electrical systems, power system dispatch principles and practices and, demonstrating power system dispatch compliance required by NERC/FERC standards. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. PHYSICAL DEMANDS: Work is primarily sedentary and requires sitting in one position for long periods of time with intense concentration. Must possess normal color vision, visual acuity, and hearing sufficient to detect audible and visual alarms presented and have the ability to mentally analyze material observed and form a logical and appropriate course of action. An annual physical exam is required at Federal expense and is subject to the random drug testing program established by the department of Energy. Mental and emotional stresses are affected by the need for highly accurate decisions that must be made quickly and sometimes with limited or incomplete information. WORK ENVIRONMENT: Work is performed in classrooms, offices, control centers, and outside field environments, including substations and transmission line locales. This position is in a continuous operation control center, possibly requiring incumbent to work up to 12-hour rotating shifts, including nights, weekends, and holidays. There is extensive use of video display terminals. This position may require regular and recurring overtime. Overtime may be required on short notice to include nights, holidays and weekends in support of mission requirements. This position is designated as Emergency Essential. Occasional travel of up to 25% annually is required, with overnight travel possible during all or part of that time.
