Duties

In consultation with the supervisor or higher-graded specialists, assists with the production of a broad range of creative, informative print Assists with the production of electronic and visual products in support of the organization’s communications objectives Drafting, gathering information or otherwise assisting in the creation of products including official publications Producing public service materials, annual reports, presentations, letters and fact sheets Reviews photos, videos and artwork for quality and composition Assists BLM personnel in preparing for media coverage of special events Assists in establishing and maintaining effective working relationships with print, broadcast and electronic media representatives Works in coordination with HQ600 Communications leadership, national programs, and state and program communications staff Performs routine news clip analysis Maintains current and accurate lists of stakeholders and media for use in outreach Helps catalogue and archive print, electronic and visual products to meet data quality, records retention standards

Requirements

Qualifications

To be eligible, an applicant must be: Recent Graduates A Recent Graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period. Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study; and (2) Applicants who completed their educational program requirements after December 27, 2010 will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012. To qualify for the grade GS-5 level, you must meet the following requirements: A. Education- you may qualify based solely on education as follows: completed 4 full years of education above high school leading to a bachelor's degree with a major in journalism, English literature, communications, creative writing, multimedia web design and development, web and interactive media or graphic design. OR B. General Experience: You may qualify with three years of general experience, one year of which must be equivalent to at least the GS-4 level in the Federal Service. General experience for this position includes 1.) Answering questions from members of the public or their representatives to obtain or provide information; 2) Using a computer to reconcile discrepancies or entering data; and 3) responding to written inquiries and drafting a variety of other written products. OR C. You may qualify for either grade a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. To qualify for the grade GS-7 level, you must meet the following requirements: A. Education- you may qualify based solely on education as follows: 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent) in an accredited college or university. OR B. Education- You may have a bachelor's degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR C. Specialized Experience: You may qualify with one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: drafting, editing and disseminating articles, briefing papers, videos, web pages and/or other print, electronic and visual media products for internal and external audiences. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To receive any credit for your work experience, please indicate dates of employment by month/year, and indicate the number of hours worked per week, on your resume. You must meet all eligibility and qualification requirements by the closing date of the announcement. This position is for Recent Graduates who have completed a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years. Note: (1) Certain veterans precluded from applying within the timeframe due to a military service obligation have up to 6 years from completing their education to apply; (2) Applicants who completed their educational program requirements after December 27, 2010 will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012. This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program. The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment. The agency may noncompetitively convert a Recent Graduate who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the BLM's 1 year developmental program and meets the OPM Qualification Standards for the targeted occupational series.

Education

This position has a positive education requirement which requires that you have a degree in a related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.

Education must be reviewed and certified by an accrediting institution recognized by the U.S. Department of Education in order for it to be creditable toward your qualifications. Therefore, you should provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
