Job opening: Technical Advisor

Salary: $112 015 - 172 075 per year

This position is located in the Department of Labor, Office of the Assistant Secretary for Admin and Management, Civil Rights Center (CRC), Office of External Enforcement. The CRC is responsible for enforcement activities related to the nondiscrimination and equal opportunity laws applicable to entities receiving financial assistance from the Department of Labor. The selectee will be required to report to the Washington, DC office with telework available based on agency policy.

Duties

As a Technical Advisor, duties will consist of but is not limited to the following. Provides technical assistance to various stakeholders, on matters relating to civil rights issues arising under the above-cited laws. Examples of such issues include disability, limited English proficiency, sexual orientation, criminal history, and parental status. Reviews completed work of external enforcement staff (including, but not limited to, Acceptance Quality Checklists and draft acceptance packages, written questions, interview questions, requests for production, determinations, and conciliation/settlement agreements) to ensure accuracy, legal soundness, and, where applicable, sufficiency of supporting documentation. Collaborates with the OCAP Chief, OEE Chief, CRC Director, and other CRC leadership in the development and formation of national policies, programs, and objectives concerning civil rights issues. Anticipates the need for and prepares policy papers and other supportive data for the overall planning activities of CRC as related to the accomplishment of CRC's mission and functions concerning civil rights matters. Develops, plans, and manages new initiatives and special projects. Drafts regulations, guidance documents, and other policy-related documents, often in collaboration with representatives of other DOL agencies or other Federal departments, as directed by the CRC Director or OCAP Chief.

Qualifications

You must meet the Specialized Experience requirements to qualify for Technical Advisor, as described below. IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. WE WILL NOT MAKE ASSUMPTIONS REGARDING YOUR EXPERIENCE For the GS-14 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service. For the GS-13 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for the GS-14 is: Experience conducting investigations and compliance reviews designed to evaluate whether entities are in compliance with the law. Experience in fact-finding, analyzing, problem solving, and writing, and in assisting others to do so, in order to identify issues and problems in discrimination cases and recommend solutions. Experience processing, investigating, and adjudicating discrimination complaints. Experience communicating technical information verbally and in writing Qualifying specialized experience for the GS-13 is: Experience conducting investigations and compliance reviews designed to evaluate whether entities are in compliance with the law. Experience in fact-finding, analyzing, problem solving, and writing, and in assisting others to do so, in order to identify issues and problems in discrimination cases and recommend solutions. Experience communicating technical information verbally and in writing.

Education

Education cannot be substituted for experience at the GS13/14.
