This is a developmental and full performance level, non-supervisory position, located at the VA Medical Center in Fayetteville, AR. The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the VHA.

Duties

Major duties and responsibilities include, but are not limited to: Cultivates a healthy working relationship between the Offices of Information & Technology (OIT) and Health Informatics, allowing for routine dialog to enable the sustainment and optimization of our health information technology (IT) solutions and workflows, for the benefit of all staff and Veterans. Participate a meaningful and coordinated use of subject matter experts to support decision making among informatics functions to optimize the healthcare system and the tools that support the business. Cultivates a healthy collaboration between enterprise and facility level clinical / biomedical engineering staff and health informatics, ensuring that patient care technology is effectively and efficiently integrated into the clinical process. Develops and provides formal and informal education and in-services to facility staff as required to facilitate program success. Performs activities that support the management and delivery of educational experiences using information solutions and technology in all areas of healthcare. Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates; leveraging project management principles and environmental assessment to drive adoption of change. Develops reports and information tools using a variety of methods and tools such as Structured Query language (SQL), and SQL Server Reporting Services (SSRS) from the VISN and VA corporate data warehouse. Enables healthcare capabilities and the evolution of technology adjoined to the electronic health record (EHR) to deliver quality care by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them. Enhances EHR usability, interoperability, and ability to interface with other information based systems while meeting regulatory, accreditation, and legislative reporting requirements. Evaluates content quality and assures access to knowledge resources, eliminating redundancy in duplicate data sources, and improving information interoperability across the organization. Ensures the VHA EHR operates in a way that improves patient care, ensures patient safety, and meets the needs of providers through continuous evaluation, testing, and improvement of the system. Assist higher level analyst in supporting a thorough analysis of a workflow to consider opportunities for the potential improvement or optimization of the behavior of people, systems, information, and tools. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday thru Friday, 08:00 am - 04:30 pm (subject to change based on the needs of the agency). Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2023. Grade Determinations: GS-9: You may qualify based on your experience and/or education as described below: Specialized experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience may include: Analytical, evaluative, developmental work performed in a health care delivery system; Providing support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations; Applying knowledge of healthcare practices related to the management of health care practices to a management information system specifically designed for patient care. . NOTE: This experience must be supported by your resume to be creditable.OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GS-11: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience may include: Analytical, evaluative, developmental work performed in a health care delivery system; Providing support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations; Applying knowledge of healthcare practices related to the management of health care practices to a management information system specifically designed for patient care. NOTE: This experience must be supported by your resume to be creditable. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GS-12: You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience may include: Analytical, evaluative, advisory work performed in a health care delivery system; Providing support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations; Applying subject matter expert level knowledge of healthcare practices related to the management of health care practices to a management information system specifically designed for patient care. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
