This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Office of Inspector General, Front Office Division at the U.S. Agency for International Development (USAID).

Duties

As a Visual Communications Specialist you will: Assist senior members of the team to manage the overall design, content and presentation of OIG materials. Conduct outreach, analytical, and written and oral communication activities as needed related to visual and multimedia aspects of the communications program and to support OIG's internal and external outreach activities Coordinate with the Communications Team and other OIG divisions to develop and create visual communications products. Research, design, select, and produce visual communications material using the most appropriate to best portray the subject matter and meet necessary requirements. Perform quality control inspections for critical or unique work performed internally, assuring that work has been prepared correctly, by self or others, and will meet the scheduled completion date. Teach, coach and mentor junior staff in their development of skills and knowledge necessary to create industry standard-original graphic, photographic, and videography work products, as well as content management. Assist OIG employees of all levels, to include junior Visual Communications Specialists, on industry best practices involving exhibits, still and motion photography editing, print and electronic documents. Perform other duties as assigned.

Requirements

  • United States Citizenship is required.
  • Relevant experience (see Qualifications below).
  • Must be able to obtain and maintain a Secret clearance.
  • Time in grade must be met by the closing date of the vacancy announcement.

Qualifications

Specialized Experience: GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes but not limited to: (1) Providing graphic and art design for informational and educational materials using software such as Creative Suite and Microsoft Office, etc., (2) Promoting best practices and approaches to the design and creation of visual information materials, (3) Demonstrating experience with cameras and best practices in photography; and (4) Participating in the multimedia processes for an organization. GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes but not limited to: (1) Designing visual products and media for communication, graphic art production, visual information design, and publication design using software such as Adobe Creative Suite and Microsoft Office, etc.; (2) Creating infographics, handouts, charts, graphs, maps, and digital photographs for display or reproduction purposes-in print or online; (3) Promoting best practices and approaches to the design and creation of visual information materials and contributing to/enhancing the multimedia processes for an organization; (4( Utilizing cameras and other photographic equipment; (5) Developing branding strategy formulation and execution. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.
