This position is located in the Office of the Deputy Administrator, Rural Business Cooperative Service, Rural Development, U.S. Department of Agriculture. Responsible for delivering loan guarantee, loan, and grant programs and technical assistance for the economic and business development and growth of Rural America as well as providing the programmatic infrastructure through the formulation of policy, deployment of systems, tools and resources, and outreach for the delivery of RBCS programs.
Duties
Serve as a full Deputy to the Deputy Administrator.
Develop goals and objectives that integrate organizational and functional area objectives.
Provide guidance, assistance and/or supervision to subordinate staffs.
Establish metric and analysis systems to assess efficiency.
Works closely with key staff officials to achieve organizational requirements.
Represent the Agency to internal and external audiences.
Recognize and takes appropriate action to correct situations posing a threat to the safety of subordinates.
Manage and/or direct the work of employees engaged in projects and/or initiatives to achieve organizational mission requirements.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates:
For the GS-15 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-14; or its non-Federal equivalent that demonstrates knowledge of organizational management and operations to advise, analyze, recommend and coordinate resolution of broad and difficult operational, administrative, policy, and technical issues. Experience managing and directing the work of employees engaged in projects and initiatives to assist with delivery of services and programs. Experience formulating and recommending operational efficiencies to meet agency goals and objectives; make recommendations and provide advisory services to senior officials on issues pertaining to critical policy, operational, and management initiatives; and developing creative alternatives and solutions to address administrative and management concerns.
