This position works with extremely diverse patient treatments ranging from chronic institutionalized long-term care to short-term primary-care focused delivery to referral from other facilities for specialized acute care. Medical care delivery is supported by numerous medical and surgical specialties and subspecialties, affiliations with two major medical schools, allied health and administrative internship programs, and an active medical research program.
Duties
Serves as the Assistant Chief, Medical Administration Service and as the Assistant Chief Business Officer for the medical center, and the primary health benefits advisor to senior management officials.
As the Assistant Chief Business Officer, the Assistant Chief, Medical Administration Service manage and support the effective and efficient planning and execution of diverse business operations functions including procurement, acquisition, and contract management resources, business operations, and resource management functions.
Oversee the budget process for all aspects business operations; provide authoritative advice and guidance to senior leadership on a wide-range of financial management activities in an effort to maintain balance, economy, and efficiency in the accomplishment of programmed activities.
Responsibility to provide leadership for advancing business practices that support patient care and delivery of health benefits.
Perform and plan work to be accomplished by subordinate supervisors, and non-supervisory staff, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Assign work to subordinate supervisors based on priorities, selective consideration of the difficulty and requirements of the assignments, and the capabilities of employees.

Make decisions on technical problems presented by subordinate staff.
Develop performance standards, evaluates subordinate supervisors, and serve as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisory positions.
Make selection for non-supervisory positions and supervisory positions.
Interview candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions;
Hear and resolve group grievances or serious employee complaints; review and approve serious disciplinary actions involving nonsupervisory subordinates.
Make decisions on nonroutine, costly and/or controversial training needs and training requested related to the employees in the unit. Recommend awards or bonuses for nonsupervisory personnel and changes in position classification, subject to approval by high level officials; supervisors, or others;
Approve/disapprove leave requests from subordinate supervisors.
Develop and establish an effective, efficient, and economical position structure which will best serve mission.
Determines whether contractor performed work meets standards of adequacy necessary for authorization of payment.
Recommends awards or bonuses for Medical Administration Service non-supervisory and supervisory personnel and changes in position classification, subject to approval by higher level officials.
Approves expenses comparable to within-grade increases, extensive overtime, and employee travel.
Work Schedule: Monday-Friday 7:30am-4:00pm, subject to change based on the needs of the agency

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Directs the work of health and administrative staff engaged in providing health services, financial management including procurement and contracting services, business operations and resource management, and program management services.
Perform highly-technical and complex professional and administrative duties involving a wide range of professional procurement, business operations, acquisition, budget, contracting, program and resource management, and medical service delivery work.
Developing, planning, directing and administering a comprehensive management programs objectives, plans and mission.
Experience in budget and financial control, human resources, health and records management, and administrative program management.
Planning, developing, analyzing, evaluating, and reporting on the effectiveness and performance of the Health Administration Service functions within this medical center, and all Community Based Outpatient Clinics (CBOCs).
