The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), at the Richmond VA Medical Center·(VAMC) and is the Medical Administration Officer (Assistant Chief, Health Administration- Service).

Duties

Duties and responsibilities for this position include, but not limited to the following: Serves as a Medical Administration Specialist and shares in responsibility for planning, organizing, directing, controlling,and coordinating all program elements within the Health Administration Service in support of the organization's business goals and objectives. Assures that legal and regulatory requirements for Veterans' health care are met. Assists in directing HAS in broad patient administrative areas providing resource allocation data and related interpretation for assessing the management of budget and other resources; admitting patients, providing technical and administrative support to physicians, nurses, and other primary care providers; maintenance and evaluation of medical records; assuring all legal requirements for care are met; and discharging of patients. Oversees implementation and monitoring of a variety of automated programs that capture patient workload data for use in management's short and long range plans for the facility and which directly impact resource distribution ·and' budget projections. Works with clinical and administrative service chiefs to ensure that the work of HAS is integrated with the work of other services. Advises top management concerning Veterans Health Administration Veterans Integrated Service Network (VHA/VISN) and medical center policies, procedures, and resource allocation, especially in medical and patient administration matters. Responsible for providing sound management practices. Consults and participates with ·all members of top management in analyzing the broad implications of higher levels of authority, laws, regulations, policies, as well as professional and administrative trends. Analyzes the specific impact of such and seeks solutions to existing and possible future problems, identifies long and short· range needs, formulates proposals for top management's consideration, plans and initiates improvement in patient administration areas affecting the basic medical center mission . Develops both long and short-range plans for HAS by coordinating the medical. administration needs of the Service. Provides active and well information administrative participation in planning for the delivery of health care by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-. effective approaches to the resolution of problems. Develops the need for and maintains an awareness of available resources, and makes recommendations to service chief regarding needs, distribution, or redistribution of resources within the Health Administration Service. Develops, implements, monitors, and adjusts plans to effectively and cost-efficiently accomplish the mission Within budgetary constraints. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: an expert analyst who has mastered the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex- management processes and systems; Requires comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important programs. This includes knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Work requires knowledge of relationships with other programs and key administrative - support functions within the employing agency or in other agencies. Knowledge is applied in a variety of ways; Also required is skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied You will be rated on the following Competencies for this position: Administration and ManagementConflict ManagementLeadershipOrganizational AwarenessPerformance ManagementPlanning and EvaluatingTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The-work is primarily sedentary, although some slight physical effort may be required. Work Environment: Work is typically performed in an adequately lighted and: climate controlled office. May require occasional travel.
