A successful candidate in this position will serve as a General Engineer/Physical Scientist (Senior Technical Advisor), that provides vision, leadership, and direction to subordinate staff of NA-ESH-22 by developing and communicating NA-ESH goals, priorities, and actions in a clear, concise, informative, and timely manner.

Duties

As a General Engineer/Physical Scientist you will: Provide expert nuclear safety policy advice and guidance to DOE/NNSA management, and program and field management on the proper application, interpretation, and use of DOE nuclear safety requirements to ensure adequate protection from DOE nuclear activities. Provide expert advice and guidance on the application of safety requirements and standards for assessing, handling, processing, storing, and transporting and disposal of DOE/NNSA nuclear materials. Review DOE/NNSA draft positions/correspondence for responsiveness, compliance and consistency with Departmental policy and positions. Lead policy and standards efforts of DOE and contractor review teams and working groups that are formed to develop and review DOE nuclear safety policy and standards. Provide expert knowledge and assistance in the development, use, and application of DOE nuclear safety policies and standards, including expert knowledge of (a) nuclear weapons safety (b) DOE facility design and operating experience, and (c) Institute for Nuclear Power Operations (INPO). Serve as a technical expert to top agency management officials in the development and implementation of professional guidelines regarding nuclear safety functions. Advise senior ESH and DOE/NNSA management of information or issues that affect DOE/NNSA nuclear safety policy and standards.

In addition to the educational requirement listed below a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., NN/NQ/EN-04 or GS-15. Specialized experience for this position is defined as experience related to: Evaluating federal and contractor oversight related to startup and restart of DOE Nuclear Facilities including content and implementation of Plans of Action and implementation plans; overseeing conduct of readiness preparations and reviewing, providing and evaluating oversight regarding the adequacy the development and implementation of safety bases activities, and developing/reviewing revisions to DOE or equivalent organization nuclear safety directives and regulations. Examples of Qualified Experience that May Be Qualifying: Experience in evaluating the application of DOE or equivalent organization nuclear safety regulations and directives to unique activities and facility situations with an emphasis on oversight to their startup and restart and their conduct of operations readiness. Experience in evaluating the federal oversight related to 10 CFR 830 safety basis processes. Experience in assessing the hazard/safety analyses issues as it relates to nuclear safety policies and standards. 801 Basic Requirements:A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure, 2. Written Test, 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A, 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. 1301 Basic Requirements:

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
