Duties

HUD is working to strengthen the housing market to bolster the economy and protect consumers; meet the need for quality affordable rental homes; utilize housing as a platform for improving quality of life; build inclusive and sustainable communities free from discrimination and transform the way HUD does business. As a/an Multifamily Investments Division Director, you will: Advise the Deputy Director and Director of the Office of Recapitalization on such areas as underwriting of affordable housing preservation and stabilization transactions, outreach, data analysis, policy planning, development and implementation. Identify matters that are hindering asset recapitalization, energy transitions, and disaster mitigation, and creates opportunities and overall policy direction to resolve such issues and promote efficient operations in Housing programs. Participate in discussions aimed at solving some of the Nation's most complex challenges associated with affordable housing preservation, climate resilient strategies in real estate, capital investment in energy efficiency and new energy technologies, and community protection against weather. Represent the Division in meetings held within Housing and HUD and with outside parties and provides authoritative guidance on the activities of the Division. disaster risks to meet Department and Housing goals.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized experience is one (1) year of experience at the GS-14 level, or equivalent, which is directly related to the position as listed in this announcement and has equipped the candidate with the knowledge, skills, and abilities to perform the duties of the position successfully. Specialized experience is defined as follows: - Managing and overseeing the operations and activities of a team which has responsibility for preserving, developing, or financing, affordable multifamily housing or other types of commercial real estate transactions; AND - Interacting and coordinating with federal or state officials at or representing HUD or state Housing Finance Agencies (HFAs) or industry groups that are active in multifamily housing or other commercial real estate, green building, or climate resiliency policy to ensure timely and appropriate actions and to consummate multifamily commercial real estate transactions in accordance with applicable rules and regulations; AND - Demonstrated leadership capacity or a senior staff position overseeing federal, state, local, or other programs related to multifamily housing, climate resilience, green building, or commercial real estate. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
